Instruct federal employees to do the same. Ask all former employees to do the same. This continues upwards such that at the provincial level the governor has been nominated by lower level representatives and voted democratically to their position.There are 2,327 members representing 40 constituencies nominated and elected to represent the party congress at the country’s capital. These folks have been proven to merit their nominations and elections. To reach this level one must be a proven professional technocrat across 20 to 30 years of service to the people. These folk have gotten to their positions as the best of the 90 million members of the party.The top echelon of the Chinese government is composed of 3 groups, there are 205 Central Committee members authorized to elect 25 Politburo Standing Committee members and 7 members of the Central Politburo which includes the President of China and Party Secretariat, the country leader.
