Besides it’s difficult to figure things out if one doesn’t read Chinese.China is a social democratic meritocracy with a single political party of 90 million members, it is very tough to be accepted as a party member.At the local or town level the people use a democratic vote to elect their government representatives. This right is granted by their constitution. The next level of government is nominated by representatives at a lower level and then elected via vote by party members. This continues upwards such that at the provincial level the governor has been nominated by lower level representatives and voted democratically to their position.There are 2,327 members representing 40 constituencies nominated and elected to represent the party congress at the country’s capital. These folks have been proven to merit their nominations and elections. To reach this level one must be a proven professional technocrat across 20 to 30 years of service to the people. These folk have gotten to their positions as the best of the 90 million members of the party.The top echelon of the Chinese government is composed of 3 groups, there are 205 Central Committee members authorized to elect 25 Politburo Standing Committee members and 7 members of the Central Politburo which includes the President of China and Party Secretariat, the country leader.
