Since the age of 28, Paul Ryan has been sucking at the Government Teat for nearly all of his life.Paul Ryan has been helped or been paid by the Federal Government for all virtually his entire but now government spending is bad. Too bad, he did not follow that rule his entire life.I have a lot of respect for bootstrap conservatives…but Paul Ryan is not one…he just talks like one.UPDATE: When I wrote that Miami of Ohio was a land grant college (one of the originals), I meant that literally. Miami of Ohio is a public research university that’s founding pre-dates the State of Ohio itself (1803). President Washington signed into law a federal act designating land to be used for an Academy in Ohio. This is not inconsequential. The majority of the universities in America before 1800 were Royally Chartered, Private, or religiously affiliated. It is not hard to see how a Freemason like Washington would see the need for a secular public college. Yes, in 1862 the Land Grant College Act was passed, but there had already been a tradition of donating federal lands (and tax expenditures) to support public colleges.

The Morrill Land Grant Act of 1862 (perhaps one of the greatest pieces of legislation Congress ever created--see Morrill Land-Grant Acts) enabled state governments to sell federal lands in order to raise funds to found colleges "to teach the agricultural and the mechanical arts," and the uniquely American system of state-funded public higher education was born. California's land grant university was founded in 1868 (before Caltech, Stanford, or USC were founded), based on the already existing College of California in Oakland, which moved to its present location in Berkeley at that time.

What was the biggest contractual loophole in history?

I'm not too sure if this counts as a loophole, but I think the Royal Charter to the Hudson's Bay Corporation which granted them all the watershed of Hudson's Bay, known as Rupert's Land. No one really understood just how much land this was at the time, but here it is;That is a startling large land grant! 3.9 million kilometers squared!One has to wonder if the British Government had known just how big a chunk of land the Hudson Bay watershed is, would they have agreed to it?
