The US Department of Interior supervises and manages millions of acres of Federal land, which includes the National Parks system. There are 40 National Parks where the Federal government does not own the mineral rights below the surface, including Cuyahoga Valley NP in Ohio, Theodore Roosevelt National Park in North Dakota and Mesa Verde National Park in Colorado.In the late 1970s Congress gave NPS authority to regulate some production, even where it doesn’t own the subsurface rights. NPS can require that producers obtain approval and secure bonds to pay for reclamation before operations begin, as long as the gas company must cross federally owned land or water to get to the well site. In recent years the NPS has broadened their net to include oversight of production operations within park units, even if drillers don’t cross federal land. This is considered by many to be unauthorized extraterritorial jurisdiction.From the National Parks website: A variety of mineral rights exist in and near National Park System units. The NPS works with the owners of mineral rights, as well as with other federal and state agencies and stakeholders to mitigate the potential adverse effects of energy and mineral development on park resources and values. Mineral development in or near parks includes oil and gas, coal and hardrock mining, sand and gravel mining, and geothermal. The NPS also addresses utility scale renewable energy and electric transmission projects near parks.The 9B rules broaden rules made in 1978 establishing additional safeguards for national parks from private oil and gas development. The rules require an operator to produce a Plan of Operations before accessing their mineral rights. The rules and regulations give the National Park Service (NPS) the authority to conduct safety enforcement and provide standard technical requirements for the safeguarding of national park air, water, and wildlife. There are stringent guidelines for operations and heavy fines can be levied for any violations. This is little different from strict drilling provisions established by state authorities for extracting oil and gas.The BLM administers 174.5 million acres of federal lands outside of Alaska. 99.78% of this land is concentrated in 11 western states; Arizona, California, Colorado, Idaho, Oregon, Montana, New Mexico, Nevada, Utah, Washington and Wyoming. For decades acreage known to be hydrocarbon rich were put up for auction similar to offshore blocks. Originally the surface was controlled by the BLM. Minerals and production fell under the purview of the USGS. Under Carter, Reagan, the first Bush, and Clinton administrations, the following U.S. National and State Parks were put on the World Heritage list: Mesa Verde; Yellowstone; Everglades; Grand Canyon; Redwood; Mammoth Cave; Olympic; Great Smoky Mountains; Yosemite; Hawaii Volcanoes; Carlsbad Caverns; and Kluane/Wrangell-St.Elias/Glacier Bay/Tatshenshini-Alsek. Also listed were these historic sites: Independence Hall; Statue of Liberty; Native American culture sites; Monticello and University of Virginia; Waterton Glacier International Peace Park.By Nixon signing onto UNESCO's Convention in 1973, the U.S. agreed to manage US parks according to standards set by UNESCO. The US effectively agreed to regulate private lands surrounding the sites; receive U.N. technical and professional training; accept emergency assistance for sites deemed to be in immediate danger without definition. In 1994 the Clinton administration published the Strategic Plan for the US Biosphere Reserve Program adapted from a U.N. treaty which was never ratified.

Video Not DebunkedBy Brian Trusdell | Monday, 07 December 2020 10:03 PMThe Federalist's senior editor Mollie Hemingway is ridiculing several news outlets that claim Republican accusations of questionable behavior by Fulton County election officials at State Farm Arena, purportedly caught on video, had been debunked, rebutting the reports with affidavits and even other news reports.Hemingway, 46, the author of "Justice on Trial," about the Senate hearings of Brett Kavanaugh's nomination to the Supreme Court, dismissed a report by "Lead Stories" and then The Washington Post, Newsweek, and others, which appeared to anoint government officials as the sole arbiters of whether anything nefarious occurred.At issue: a video that purportedly showed a handful of election workers telling observers and other ballot counters to leave State Farm Arena in the evening because of burst water pipe. Once the room was cleared, the remaining election officials uncovered suitcase-like containers from under draped tables — containers alleged to contain thousands of ballots that were then processed without the observers on hand.Lead Stories, The Washington Post, and others quoted election officials as saying no one was asked to leave and characterizing the activity as normal."Leaving aside whether relying solely and uncritically on government officials' claims constitutes anything close to a 'fact check,' let's look at the claim that party observers were never told that counting was over for the night," Hemingway wrote.She then noted how two Republican poll observers swore under oath they observed a woman they assumed was the supervisor "yell out" to most workers after 10 p.m. to stop counting and return at 8:30 a.m. the next morning.This, she said, was buttressed by an ABC News report which said ballot counters were told to go home and counting had stopped.
