For the same die size, it is true that the smaller the CPU core, the more multicore you can have.But the size of the CPU core consists of many components besides the instruction execution and decoding. e.g., pipeline buffer, memory access, cache, network of connections between cores. So the overhead to support just one instruction may not be justified.Also, compare to n-instructions ISA, the performance will be the worst because the bottleneck will be the number of instructions to complete a complex computation. And mostly, they cannot be executed in parallel because of data dependency.I assume you use the word ‘extreme’ is to emphasize that a large number of multicore can give you some kind of ‘extreme’ performance.Unfortunately, this may not always be the case. It depends on your applications. If the program does not have enough concurrency, e.g., sequential calculations with data dependency, you may have a limit on parallel processing. Furthermore, the network of connections between too many cores is another issue. The data flow scheduling may degrade the performance too. The ‘extreme’ multicore design may not always be efficient.This is the reason why Supercomputer (with ‘many’ multicore) programming is customized for application-specific for best utilization.IMO, we need to pick a balance between the Instruction Set Architecture and Multi-Processors design.
