Small and midcap stocks have fallen even faster. Beyond the budget, other problems are growing too. They add up to a discouraging message: Foreigners, enter India at your own risk.Andhra Pradesh chief minister Jagan Reddy has reserved 75% of jobs in industrial and infrastructure ventures for state residents. Madhya Pradesh chief minister, Kamal Nath, also pledged earlier this month to reserve 70% of jobs in private sector companies for locals. The Constitution forbids discrimination based on place of birth, but these gentlemen do not give a damn. Nor do they care that the Supreme Court says job reservations of all sorts should not cross 50% to preserve some space for merit. Hopefully, the Supreme Court will rescind the new quotas. Why focus just on CMs when Modi himself has proposed an additional 10% job reservation for the poor in both the public and private sector? This needs a constitutional amendment. Modi may not have the required votes yet. The budget has failed to create an India that can competeThe Economic Survey said rightly that no country had ever grown fast without buoyant exports, and called for policies to generate a virtuous cycle of rising exports, GDP, savings and investment. The budget fails comprehensively to do this. Far from taking India to 8% growth, it could take India down to 6%.Why have exports hardly grown for five years? Because India is a high-cost economy that cannot compete with its Asian peers. Rising Unemployment -The latest National Sample Survey Office (NSSO) report shows that unemployment has risen to a record 6.1% in 2017-18, almost triple the 2.2% in 2011-12. NSSO claims this is partly due to a change in methodology giving more weight to educated people, who have always had higher unemployment rates than illiterates.Separately, Centre for Monitoring Indian Economy (CMIE) surveys have, for two years, shown high unemployment rates, the latest being 7% for April 2019. An Azim Premji University ‘State of Working India 2018’ study (bit. do/eUbjw) estimates unemployment in 2018 at 5%, with youth (15-29 years) unemployment three times as high. Youth unemployment (15-29 years) is most acute in urban areas.
