Yes, Discovery is taking place during Pike’s 5 year mission. The first pilot of TOS, “The Cage”, takes place in 2254, while Discovery is taking place in 2256. Somewhere out there, Pike and Spock are cruising around space in the Enterprise, with completely different uniforms to the crews on Discovery, and without holographic comms and other tech that the older ships on Discovery seem to have.
