The Dalai Lama and the Minister in Tibet shall consult on the issuance of exemptions for those who have meritorious service and require preferential treatment.(22) A detailed list of all living Buddhas and Lamas in the temples under the Dalai Lama shall be kept at the offices of the Minister in Tibet and a copy at the offices of the Dalai Lama for inspection purposes.(23) When Mongolian princes from Qinghai come to welcome the Living Buddha of Tibet, the Minister of Xining shall issue a letter to the Minister of Tibet, who shall issue a passport to the Minister of Tibet and write to the Minister of Xining for the purpose of inspection.(24) When the head of the Living Buddha is away on private business, no Ullas shall be issued; when he is away on official business, the Minister in Tibet and the Dalai Lama shall issue a passport for the issuance of Ullas.(25) All fines and confiscated property of prisoners shall be registered and submitted to the Minister in Tibet. Any lawsuits by public or private persons shall be dealt with fairly and in accordance with the law.(26) The ammunition required for the annual drill of the army shall be manufactured in Gongbu by proper officers of the Kashagai with official documents from the office of the Minister in Tibet.(27) All outgoing Kailun and Dobun shall hand over their official residences and mansions to the new ones and shall not be taken into their private ownership.(28) No advance payment shall be made to living Buddhas and lamas.(29) The collection of taxes shall be carried out in accordance with the prescribed time limits. If a Hupilhan candidate is found in Mongolia, Xinjiang, Qingkang, or Xikang, or in Tibet, or in other special circumstances, the Mongolian-Tibetan Committee shall apply for approval of the location of the drawing of the labels. If the Dalai Lama has not been reincarnated, the Director of the Office in Tibet in conjunction with the Panchen Erdeni, or the official who is responsible for the care of the Dalai Lama, shall perform the drawing of the lots.Article 5 The person to be appointed in accordance with the provisions of the preceding Article shall be the Hupilhan of such and such a Lama, and the appointing officer shall request the Mongolian-Tibetan Council to examine and submit the case for the record, and shall consult with the head of the Council for instructions.Article 6 The Hupilhan of a certain Taro Lama referred to in the preceding Article shall be abolished in accordance with the procedures listed on the left, and shall then become the Hupilhan of a certain Lama of the next generation.After the Hupilhan of the Dalai Lama, the Panchen Erdeni, and the Zhebzundamba Hutuktukpa has been confirmed, the highest administrative organ of the place shall request the Central Government to send an official to take care of the Hupilhan, i.e. on the day of the sitting, the Hupilhan shall be withdrawn.2、After the Hulbilhan of Zhangjia Hutuktu, Kardan Xiliyetu Hutuktu, Minjur Hutuktu, Jirin Hutuktu, Namukha Hutuktu, Aja Hutuktu, Lago Hutuktu, Tsakhandarhan Hutuktu and other Hutuktu of the various Huktoks in the Bandian, the Hulbilhan shall be abolished on the day when the respective lamas go to the capital to meet with the Chairman of the National Government and the Mongolian-Tibetan Committee submits its approval.3. After the Hulbilhan of the Hutuktu, Khan, Bandi, Khenpo, and Eulji, which are stationed in Mongol and Tibet, have been confirmed by the highest administrative organ of the place or the head of the League, and submitted to the Mongol and Tibetan Council for approval, the Hulbilhan shall not be abolished until the lama has reached the age of eighteen.Article 7 The recognition of Hulbilhan candidates is prohibited among the relatives of the Dalai Lama, the Panchen Erdeni, and the Zhebzundamba Hutuktu, as well as within the families of the current chief officials of the Mongolian leagues and banners.Article 8: The nominee of the Qinghai Tsakhangnogs Khan shall be nominated in respect of his subordinates who are well received by the people. Those with greater influence in the Buddhist community shall be reported to the people's governments of provinces and autonomous regions for approval; those with significant influence shall be reported to the State Administration of Religious Affairs for approval; those with particularly significant influence shall be reported to the State Council for approval.The reincarnated living Buddha approved by the religious affairs department of the people's government of a province or autonomous region or by the people's government of a province or autonomous region shall be reported to the State Administration for Religious Affairs for the record.Article 10 When a reincarnated living Buddha succeeds to the throne, the representative of the approving authority shall read out the approval and the corresponding Buddhist association shall issue the certificate of the living Buddha.The style of the certificate of the Living Buddha shall be unified by the Chinese Buddhist Association and reported to the State Administration of Religious Affairs for the record.Article 11 Any person who violates these Measures and handles the reincarnation of the Living Buddha without authorization shall be administratively punished by the religious affairs department of the People's Government in accordance with the provisions of the Regulations on Religious Affairs, and the responsible person and unit shall be held criminally responsible in accordance with law.Article 12 After the reincarnation of a living Buddha, the management organization of the monastery where the monk is registered shall formulate a training plan, recommend candidates for sutra teachers, and submit them to the religious affairs department of the people's government of the province or autonomous region for approval at different levels after examination by the local Buddhist association.Article 13 Provinces and autonomous regions involved in matters concerning the reincarnation of living Buddhas may formulate implementation rules in accordance with these Measures and report them to the State Administration of Religious Affairs for the record.Article 14 These Measures shall come into effect on September 1, 2007.So this lineage is very clear. A few things: 1. Your mom owns your birth certificate, it actually does not legally belong to you. Why? She birthed you, it’s like a “proof of sale” for her.
