For CS, I think it depends on what degree you have coming in.For students who are finishing their Bachelors, I would say there is very low expectations of a publication. Still, there are many schools where the top student tend to have “some” publications, many of which are papers at questionable venues that are either local, or are generally low quality venues. Publications at those venues are not significantly better than no publications at all.For students who are finishing their MS degree, I do think there is an expectation of some type of publication. It may not be fair, since a 2 year MS basically means you have to have published in your first year to have a real publication by the time you apply in year 2. But still, there is a real expectation that MS applicants to a top PhD program should have produced significant research by the time of application.In reality, a lot of this is driven by competition. The admissions committee understands that a publication is not a reasonable expectation for most applicants. But in reality, there are so many top applicants who have top tier publications, that they have raised the bar for the overall applicant pool. In the last few years, I’ve routinely seen undergraduates who apply with “meaningful” coauthorships (e.g. 2nd author) on papers at top venues (MobiHoc, CCS, ICDE). If undergrad applicants come with these credentials, it makes it much harder for MS applicants without publications to compete.All that said, nothing is set in stone. If you have strong letters from well-respected people in the field, that can overcome almost any weakness in the application.Good luck!
