When I was going through Law School I was "serving summons" after hours to make some extra money.I went to this one house where the father of the Defendant was particularly aggressive but my instructions were to drop the summons on anyone over the age of 16 at the address - as the matter related to a motor vehicle accident and the defendant's Driver's Licence was registered to that address...The Father was a really big and nasty man - and was very angry and refused to accept the document so - as directed - I dropped it as his feet.I went into the office the next day and swore an "Affidavit of Service" detailing exactly what he had said and what I had done and how I had served the document.Two days later I was arrested and charged with swearing a false affidavit.The "Father of the Defendant" was a "Superintendent of Police" and followed up on my document service and swore a complaint that it was false and that I had not left anything at his property.So what was looking like becoming my word - a baggy-assed law student/process server - against that of a Superintendent of Police, in Court - was looking pretty grim for me.Because this was a felony, there was a "Committal Hearing" in a lower Court - where the Police and the "Superintendent" gave their evidence. My lawyer suggested that there was no point in us trying to give any evidence and get the matter thrown out in this hearing, as it stood practically no chance given their evidence.So my day in the District Court soon came - in front of a 12-person Jury.Since the committal hearing - where the "Super" had sworn in evidence that I did not serve him with anything and that I DID NOT drop the document at his feet - as I swore that I had - the matter of the son's summons had come up in Court itself and the "Super" had attended... Telling that Court that he had no idea where his son was and that the summons had been illegally served and criminal actions were proceeding against the process server.To my day in Court - It had been four months since he swore that I had not left anything at all with him (sworn in both the committal hearing and sworn in evidence in another Court). He was very experienced in giving evidence and I could all but see a hangman's noose in front of me ... Just kidding - it was not a capital offence but I could have gone to jail for a few years.So my Barrister innocently asked him "Superintendent XXX how did you know to go to Court on your son's behalf on XXX Date?"Astonishingly he replied "It was printed on the summons that Mr. White threw at my feet!"WTF - that is EXACTLY what I had sworn (in my affidavit of service) to have done...There were a number of other less relevant conflicts in his evidence too - I guess once you start lying you soon trip over.The Judge was shaking his head as he summed up to the Jury by saying "Gone are the days that you can trust what a Policeman tells you is the truth and at best Superintendent XX is unreliable and at worst, it is HE that is the perjurer and liar - now please go out and consider the fate of Mr. White - whether you think he is guilty - or as I strongly suggest - that he is Not Guilty!"The jury must have had a cup of tea because 15 minutes later they were back with a Not Guilty verdict and I got a rare award of costs against the Police.Superintendent XX retired from the Police force the next day...

If you actually found “papers” on your doorstep - take them to a lawyer IMMEDIATELY and get competent advice from an informed source, not a bunch of random strangers on Quora.If it’s just a curiosity question, I’ll tell you generally “what happens” in civil litigation. I’m making these two assumptions:the “papers” are a lawsuit; andyou’re the defendant.As a defendant, nothing happens until you’ve been “served” with the lawsuit - that’s when the clock starts ticking.Under Rule 106 of the Texas Rules of Civil Procedure, once certain procedural and evidentiary conditions are satisfied, a court can authorize almost any method of service “reasonably effective to give defendant notice of the suit.”Does that include leaving a copy on the doorstep - YES, it can. I know because I’ve done it.With the Court’s permission - I left an envelope by the door, took a picture of it sitting there, drove around the corner, and waited 10 minutes. When I drove back by, the envelope was gone and I took another picture of the empty doorway.I wrote an affidavit, attached all the pictures, and filed everything with the Court as “proof of service” - he tried to fight it and lost.Final caveat - this happened 20+ years ago, he’d been ducking our process servers for months, and we had a smart, reasonable judge - I have no idea if a Court would allow it today.

It isn't the first time when LG has rejected any ambitious project of the AAP lead Delhi government, it had happened multiple times be it Maholla Clinic, Mohalla Shabha, JanLokpal or Aam Aadmi Centeen.Since, you might not be aware about the issue,so read it here.[1][1][1][1]The Delhi government planned to deliver 40 services (30 additional services to be added each month) at the doorstep of the Delhites including driving licence, caste certificate, domicile and new water connection.The applicants would have to give a call to the Delhi government and a representative (Mobile Sahayak) of the Delhi government will visit them at the time of their convenience.The Mobile Sahayak will be having necessary equipment, he will fill the form and upload the required documents.And the desired document will be delivered directly to the applicants via home delivery.However, the LG of Delhi rejected the proposal and has cited several reasons to justify his action, I'm listing them along with point wise reply of them given by Deputy Chief Minister of Delhi (Manish Sisodia) in a press conference.[2][2][2][2]In the digital era, doorstep delivery service is not needed.Sisodia’s reply: People standing in queues for already digital services, said they had to come to submit affidavits. Is this digital delivery? No, We scraped off 199 affidavits after that. Home delivery is a way to ensure digital delivery.Out of 40 services, 35 were already digital, hence no need of doorstep delivery.Sisodia’s reply: Exactly. Still 25 Lakh people have to go to government offices for the same. Why? Because it is half baked, we are talking about 100% digital delivery.Close the gaps between digital delivery, no need of doorstep delivery.Sisodia’s reply: Doorstep delivery is nothing but closing the gaps between the half baked digital delivery.Setup Suvidha Kendras/ Kiosks instead of doorstep delivery of services.Sisodia’s reply: Kiosks have been tried by numerous the goverments in India. It is a failed model. Jeevan Kendra for example, was failed model in Delhi.Doorstep delivery of governance compromises on safety and security of the citizens.Sisodia’s reply: So, Pizza Delivery, Post Services, LIC agents, and Bank agents are dangerous. E-commerce industry is successful because of doorstep delivery. Why wouldn't it be here? Should citizens should start talking their latters and services from post offices and bank rather?Corruption may increase with doorstep delivery of services.Sisodia’s reply: Corruption is because, citizens have to pay bribe fed up of going from one desk to another. With executive coming at home and a full proof feedback system, there will be no scope of Corruption.Citizen's documents may get lost in the doorstep delivery system of services.Sisodia’s reply: Documents were lost in government offices after repeated submissions. There is no question of loss of documents when executive will scan the document and return it to the citizens.Doorstep delivery may result delay in delivery of services.Sisodia’s reply: Delay? What can be faster processing than executive reaching at residence at the choice of time of the citizens, be it 8AM or 11PM.Field trips and traffic will increase with doorstep delivery of services.Sisodia’s reply: According to our survey with 255 people who came to transport department and 214 from the revenue department almost all of them said that they had to make 2 or more trips to Government offices.Doorstep delivery will result in pollution due to field trips.Sisodia’s reply: A field trip by trained executive and multiple trips by citizens, reducing to zero will save time, money and would reduce pollution too.Service charge for doorstep delivery service would be a burden for citizens.Sisodia’s reply: A large section of users of our survey tells that they spend up to 100 on the one trip, multiply it with the number of trips. Nominal service charge compared to that would rather ease the burden.Go for 100% digital delivery instead of doorstep delivery.Sisodia’s reply: This is super-digitalisation, it is ensuring the outcomes of digitalisation.
