It really depends on why I am hiring the manager.If the company was a slow-motion train wreck in progress and I needed things fixed now, I’d go with the first option, and hire a problem solver.However, in the majority of the cases, I would want a manager that could develop the team, to help unleash their own problem solving abilities.Here’s the deal: If the manager can guide the team with leading questions, then the manager already knows how to solve the problem.This means, when necessary, the manager can accelerate the process, by giving direction or even solving it himself.Just don’t hire this guy. Now remember: this would be technology from 40 years in the future. Imagine how the powder, casing and shape (e.g. hollow-point) of ammunition has changed since 1969! Then, the following would happen:A base on the moon before 2000, to analyze the surrounding area.Immediate end of the Cold War, Russians ruled out as suspects (no evidence).Rapid technological advancements by studying the bullet.Time traveller ruled out as an option. Surely nobody would be stupid enough to waste his one chance at time travel by shooting the moon :).Therefore, the only possible explanation are aliens.Humanity finally lets go of its stupid internal wars. A united Earth starts a desperate space race to find the unknown alien species and surpass their technological level.Multiple Hubble-like telescopes in orbit before 2000, teaching us more about the universe than we could have ever dreamed of. Fair enough. Then for a more “realistic” version of this answer, I would dress up as a Minion and shoot the bullet near Neil's feet when he makes his first step.For those saying that ammo hasn't changed, my answer was based on this article 6 Reasons Why Modern Defensive Ammo is Better Than Ever - Handguns. But instead of a simple 9mm I could also use a modern self-guided bullet (Sandia’s self-guided bullet prototype can hit target a mile away) which has tiny steering fins and an optical sensor. The point was not that we would learn much from the bullet itself, but that it would accelerate our technological growth.

The Chinese ship is supposedly armed with a rail gun. This is quite an accomplishment, if it indeed works and had solved problems of rail erosion and projectile guidance G-shock. If they pushed it into service without solving these problems, then it's less of an accomplishment, but still interesting.The US also has proceeded with rail gun development. The problem seems to be:Rail erosion due to high current arcing. Work on metallurgy/rail conductor options and replaceable rail surfaces is proceeding.Projectile guidance G-shock due to the insane acceleration of the projectile. Another related problem is protecting the guidance system from the intense electromagnetic field of launching. Guided artillery shells face some of the same problem. But. The scale of rail gun acceleration is nearly twice as muchThese problems are being worked on. US appears to be waiting for technical maturity before deploying. I'm wondering if a rail gun isn't quietly in testing on a Zumwalts destroyer. Certainly the Zumwalt class would be the obvious choice for rail gun deployment.
