Annual Confidential Report (ACR) or Annual Personal Appraisal Report (APAR) is almost useless for assessment of the performance.More than 90% government officers get Outstanding (more than 8/10 ) nowadays while for most promotions upto Group A, the benchmark (minimum points) is just Very Good (6/10). Hence, hardly anyone misses promotion due to APAR.The benchmark is often lower for the reserved category officials.Even within Group A, if the benchmark is Very Good/Outstanding, more than 99% get promoted in time as almost everyone gets it.Even if you are getting 10/10 for last 10 years, still you get practically no advantage over a person who is getting say 8/10 or even 6/10 as there is no supercession within the service now and everyone gets promoted based on the seniority alone.You don’t get even one extra increment of 3% by having 10 continuous 10/10.Even when someone get an APAR below benchmark, he can always go to the higher authority and get it upgraded.If the Higher Authority does not help, he can always to to Central Administrative Tribunal (CAT), High Court or Supreme Court and get it upgraded.I have hardly found anyone getting benefited or getting harmed due to APAR.Hence, APAR has virtually lost its importance as a tool to measure assessment of officers and motivate officers to perform better.APAR today has just a nuisance value using which you can harass an officer for sometime, provided you are also willing to get harassed in the process as your subordinate is not going to leave any stone unturn to defame you and hurt you.
