Of course there is no central institution deciding this. Rather it is a Darwinian evolution process. Everyone is trying to figure out how to make their resume stand out from the other 200 resumes in the stack on the hiring manager's desk.People try different things (You have to claim to be a "Game Changer"!! Use bold fonts! Don't use bold fonts! List only achievements! Stick to chronological order!) and when something seems to work they tell a few friends. After that word spreads like wildfire and absolutely everyone on the planet does whatever is rumored to work well.As such, there is not really a "standard" but rather a steadily meandering "fashion" about structure, fonts, margins, sequence of presentation, etc.. Just like fashion in clothing, sometimes "compliance" with the fashion can be so total and complete - about 10 years ago you could not find a single young woman on the campus of the University of Texas who wasn't dressed in snug jeans with flip-flops and lacquered toenails - that it can appear that there is some sort of government mandated standard with a special police force enforcing compliance. There is no such standard and there is no such police force. However, deviate too much from the "norm" and the resume scanning application will deliver your resume to the random bit disposal port.David Hetherington

"Why hiring managers are interested to read MY covering letter?OrHow to make / induce / influence the hiring manager to read my covering letter.or rather ...How do I know what first 4 questions the hiring manager is going to ask.When I was answering questions in Linked In there was a question from a woman ( Texas) asking for some one to see her husband's resume and make an analysis of it. I asked her to send it to me. I found that this gentleman was attached to US Army and was in Iraq and Afghanistan handling the logistics. He sent me a letter along with his resume explaining about his experience and though he applied for few positions why he was not getting any reply.1. I told him to write a new covering letter2. Never talk about Army in any where3, In resume just mention but do not talk about Iraq or Afghan etc.,4. Speak logistics not army wordsHe was happy and then after a month got a job and he sent me thanks letter.What I have observed - the hiring managers are busy ( act as if busy) keep themselves in a pedestal - so they usually not interested to read the covering letter, so we should make them to read that covering letter.1. They want to see the gist of the entire resume - so don't do that.2. If creative - they want to see some thing totally creative one3. They want to show that unusual covering letter to others ( because they are also human)4. They want a compelling statement to force them to set that resume aside " to be considered" or "interested - need to call"5. They want to see ( purely for a creatives) a totally a different personality -Take / read these few statements:“ We all agree your theory is crazy. The question, which divides us, is whether it is crazy enough.”They say “We need an Initiative.”I say “We need a Dream. And Dreamers.”They say “We need Good People.”I say “We need Quirky Talent.”They say “Basic Black.”I say “TECHNICOLOR RULES!”So, is the covering letter is crazy enough? Quirky. Dreaming and in Technicolor?Ask for more I will send...I say you don't talk about experience, fitness or ability... that has been documented in the resume. Open your trousers, remove your glasses, add some color on your face, keep only one shoe, do not insert, have a T Shirt... however may be the age. You express your profound immature interest on creativity or its skills.My slogan is that " age has no connection with creativity" I am 60.
