One of the 'stock characters' found in many small church choirs is the bass-baritone, often an older gentleman, who seems to have only a tiny range in which he can sing on pitch — inside a perfect fifth or so — which invariably centers around the pitch of his natural speaking voice. I have met this fellow many times in various incarnations; in the case that he is a low bass, the result is usually a singer who can produce the correct pitches with good intonation, but always an octave lower than written, and who may not be aware that he is singing an octave too low unless he is frequently reminded of it.There is a female version as well, but I find her to be less common.I think that in the large majority of cases, those of whom it is said that they are "tone deaf" singers, or that they cannot "carry a tune," have perfectly functional ears and really can match pitch, in their heads at least. These people usually speak in a rather monotone way, though that isn't always the case.In order to help such persons sing better and more confidently, I actually find a favorable comparison between singing and shouting to be quite helpful, because such a comparison emphasizes the flexibility and the projection required to sing well. In thinking of this, I'm always reminded of the "barbaric yawlp" scene from the film Dead Poets Society.There are many important fine differences between singing and shouting, and these have already been carefully enumerated in other answers to the question, but there are also many different modes of singing, not just the Western classical variety. I would challenge the idea that in general the vocalization required for most sorts of singing is a vastly different sort of vocalization than yelling. Subtly different in a number of critical ways, yes, but not in a different kingdom altogether.For beginning singers who are having trouble grasping the basics of sustained phonating on fixed pitches, I think the concept of "tuned and controlled yelling" can in many cases be a perfectly serviceable starting point. We can refine from there, shaping and increasing the resonance, developing breath control, cultivating an ear for pitch and timbre, and so forth. The point is to lure them away from the way they normally speak, and to get them comfortable with experiencing and exploring a different class of sensations.
