I look at the prospective wall from the point of view of having been a Canadian visa officer, and having spent substantial amounts of working at the headquarters of what is now Immigration, Refugees and Citizenship Canada, the Canadian federal government department that is responsible for most of Canada's immigration programme. However I should note that it is the Canada Border Services Agency that is responsible for everyday management of Canada's borders. They do that in cooperation with the Royal Canadian Mounted Police, and the provincial and municipal police forces.And, because some American conservatives make an issue of it, I don't believe in open borders, for Canada, the USA or any other country. Countries have an internationally-recognized right to control their borders. In fact, a national government would be very severely remiss in their responsibilities if they didn't do it.It Is All About The MoneyA national government only has so much money to spend on border controls, no matter how important they are. If that government is doing its job, it will continuously evaluate how well its existing measures are working, and continuously think of alternatives, or the best mix of alternatives, to achieve the best enforcement mix at an affordable price.Vested interests develop within government bureaucracies, and the private sector contractors who provide goods and services to a government. Those interests always have to be fought. If there is no independent authority that assesses border alternatives and that examines contracts, it is almost certain that taxpayers' money will be wasted, with no improvement in border protection.No solution can be ideal. But, I believe that a national government can take measures that significantly or even greatly reduce the border problems.The Problem Starts WithinPeople do not cross international borders illegally unless there is some incentive. The biggest one is employment. Looking at it from outside, the United States has a very serious problem because of a long-standing, high tolerance for undocumented labour. There are whole industries that have built up a reliance on it, and many individuals who benefit from having a low-wage, docile. domestic worker, gardener, etc.It does not have to be that way. Even a country like Canada, which is supposedly “similar” to the USA, does not have anything like that tolerance. Hiring a undocumented foreign worker is simply an offence. Hiring more than one is worse. Also, hiring undocumented workers is seen as a evasion of taxes and an evasion of paying payroll deductions, such as Employment Insurance, and contributions to the Canada and Quebec Pension plans, that are mandatory under Canadian law. There isn't any culture of excuses, or of employers asking governments to look the other way.The United States President has asked for more than five billion dollars to begin construction of a wall to completely cover the border with Mexico. As I understand it, full completion is estimated to cost over eighteen billion dollars. What if, instead, the Border Patrol and other authorities were granted several billions of dollars more per year to investigate and prosecute any American employer who might be employing undocumented foreign workers? This is not just workplace raids. It includes intelligence gathering and, very probably, increased use of artificial intelligence. For example, an economist with sufficient knowledge of the industry, can estimate how many workers a sewing factory would need to generate a given output of garments. What if the employer's legal payroll is well below the level of workers that are needed for what they have produced? Maybe then, it is time for an unannounced site visit.Cutting off work opportunities on the American side of the border could very significantly reduce illegal attempts to cross the border. It might be much more efficient than a continuous wall from the Pacific to the Gulf of Mexico. Industries might argue that, without foreign labour, they would not be able to operate, or would run increased costs. However, I think most Americans are patriotic enough to agree, that saving a few dollars on a hotel room isn't worth it, if it encourages undocumented foreigners to cross the border illegally.Also, sometimes, legally-issued temporary work permits can be a big help in deterring illegal immigration. I think there is a problem in the United States, about bad memories of the Bracero programme. Wikipedia describes that programme at:https://en.wikipedia.org/wiki/Bracero_programThe Bracero programme contained significant abuses of Mexican workers, partially driven by racism. There was also the belief that, it undermined opportunities for what was thought to be a large pool of American agricultural workers. However, the general American tolerance of racism is much less than it was in the 1940's, 1950's and 1960's. Also, American demographics have changed. Although this flow has been going on for many years, and the USA has been a terrorist target for a long time, there hasn't been a situation where a terrorist, who has made an illegal land crossing at the United States-Mexican border, has carried out a successful terrorist attack.Most Americans have no reason to be aware of how US consular officials process applications to be a visitor to the USA, or an international student, or a foreign holder of a work permit. However, I did that job for Canada, and, bad mistakes can happen.I agree that foreign terrorists are a very real threat to the USA, but the United States has air and sea points of entry, not just land borders. A “state-actor” or well-resourced terror group has the resources to promote very skilled frauds against the American consular system, and so enable a terrorist to get a visa.I would offer the biggest example of them all. For some years there was a popular American belief that the 9/11 terrorists had come from Canada. No, they didn't. Tragically, American consular officials gave them visas, for their purported studies in the USA. They travelled to the USA by air, directly, with no stops in Canada. Even if all undocumented crossings of the border with Mexico were stopped, it would not be much of an issue for the terrorists.A Partial, Physical Wall Yes, But Other Things TooIn my opinion, it is efficient to protect some stretches of the United States-Mexico border with walls. It is most efficient where the border is adjacent to the more populous Mexican border cities and towns, where illegal crossers would be in a good position to overwhelm the Border Patrol with a mass rush. If there are is a sizable American population centre, right on the other side, they could disappear pretty quickly.However, is a wall the most cost effective solution for thinly populated stretches of the border? Not at all necessarily. What about increased funding for more Border Patrol Officers, electronic detection of crossings, helicopters and drones, and also for artificial intelligence that can quickly process automated information? The border crossers will not be able to tunnel under those things, or use a ladder to get over them. As I said above, probably the best means to recommend how money should be spent, is an independent authority, kept just as far as it can be from lobbyists who would like to sell their products.And, what enforcement actions should be taken about legal admissions that go wrong? Legally admitted visitors sometimes overstay the defined time limit, or work without permission.Lose The Emotions And The PoliticsI know that, looking from outside, it is easy for me to say, but when most of the population of a country agrees that the national government should protect the borders, than the next step is for a rational discussion about how much money is available and how to use it, with some contributed expertise, but with the discussion made just as open to the public as it can possibly be, and the maximum protection of that discussion from lobbyists. Responding emotionally, or making illegal immigration a culture wars issue, will not help. Rather, the issue is about how the USA uses its resources most effectively, to very significantly restrict illegal crossings, or make those crossings useless from the point of view of the migrant. I believe that protection from terrorism is so important that it needs a separate discussion and approach. The American “front line” in protecting the USA against terrorism, is in the consular sections of America's embassies and consulates abroad, not at the Mexican border.Concerning emotions, I would say to Americans who want to make humanitarian arguments about immigration, the arguments will not work if you are asking for tolerance for undocumented border crossings. You badly undermine what could be a valid, convincing discussion about applying defined humanitarian criteria for legal immigration to the United States, at a level of admissions that is acceptable to the general American public. You are also interfering with plausible proposals to create specific new, humanitarian, situation-oriented programmes, and determining how long they ought to be in existence and when they should be sunsetted.Diminishing Returns And No PerfectionSpeaking from my own experience, I would recommend two things about the proposed coast to coast wall:-Look out for diminishing returns.-As others have said, the perfect is the enemy of the very good.Were I an American, I would say, show me for a given mile of wall, what is the cost, and what are the alternatives? The San Diego/Tijuana border is not at all the same as the border between the Arizona desert and the Sonoran one.And, if a politician promised me, that a coast to coast wall would completely stop the entry of Mexican and Central American migrants who are currently crossing illegally, I would say, that is nonsense. I would not take seriously anything that they said.Instead, a very good, cost efficient, approach would probably be a mix of measures that would greatly restrict opportunities to cross the border illegally, reduce the incentives to do it, and create enforcement actions against both the illegal crossers and their employers, after they are already inland.
