To resolve the disputes, it was agreed to create the Northwest Territory in 1787:This was the first time that the USA had such a jurisdiction, one that belonged to the entire nation and not any individual state. Ever since, the principle was established that newly acquired land would be organized as a territory instead of as a state, but prepared for statehood and administered by Congress directly.From the Northwest Territory, the states of Ohio, Michigan, Indiana, Illinois, Wisconsin, and Minnesota were formed. Except for Ohio, all were first territories in their own right before being admitted as states.—But even after the Toledo War, there were boundary disputes between states as well as with British Canada and Mexico. The northern border of Maine (itself carved out of Massachusetts in 1819) was not settled until 1842.The borders of the western territories also were constantly being changed. For example, the Arizona Territory that made up the future states of Arizona and New Mexico was originally proposed to be divided with an east-west border, not north-south.Even today some disputes persist. One good example is that between Georgia and Tennessee, mostly revolving around water rights. California and Oregon also have an unresolved border dispute, with each state holding territory that the other claims — some 51,000 acres straddling the 42nd parallel. Texas and New Mexico also have a dispute, with three New Mexico towns administered by Texas because of a surveying and demarcation error.
