When you look at the organizational structure, one the RBI governor is a political appointee and head of an institution, where as the finance secretary is also a political though picked up from the civil service. Both have different roles, the former is purely scientific decisions creatively done to fit into the politics of the circumstances, where as the finance secretary deals with all the budget and political ramifications of it on the nation and the ministry.For examples the tasks of both differ like the the governor deal with all the money supply, employment, credit, asset price stability and so on. Finance secretary deal with all the government spending for political targets of outflows and inflows. Political need be read as the decision only on how the wealth of the nation be decided on, not the power side of it.So the governor basically has more precedence and power even probably above the PM, as I learned in my Economics class in USA, our Professor told us that the most powerful job in the USA is that of the Federal Reserve chief and not the President. Then that is a purely wealth based economy and the decisions on wealth their driving force rest with the Federal Reserve chair. In India we were a spirituality driven politics for long and now in the changed scenario, things may stabilize to normal levels as the wealth based system get underway in full quorum.

I teach disaster preparedness for the American Red Cross (national society) so this is a topic of particular interest for me.Here's a scary statistic that Kevin Reeve (who has taught the Navy SEALs and other Special Forces teams urban survival skills) shared with me:In the greater Los Angeles county, there are, between Federal, State, County and City agencies, about 25,000 law-enforcement sworn officers.In the same region, there are about 250,000+ known gang members, all operating within their own established chains of command with communication equipment, access to weapons, and organizational strength.If civil society breaks down and there is a showdown between law-enforcement personnel and gang members, who do you think will win?Even with their superior equipment and training, they are outnumbered 10x, and many cops under such duress will break and run with what gear they have on them, which means their true numerical strength is closer to 15k.The 2011 film Contagion (2011 Movie) explored some of the issues that this question raised. The fictional disease in the movie had a lethality ratio of around 15% and the subsequent chaos that resulted when the public hears about the pandemic was the real story.Cops would abandon their posts, fires will burn out of control and armed gangs will raid homes for food and other survival supplies.The best solution is the one that most of my friends in the disaster preparedness community have made steps to execute: get out of urban areas.Establish a known rally point miles from dense urban centers where family and close friends can gather and protect each other, grow your own food, and wait out the chaos that will inevitably cause the surviving 50% (in this hypothetical case) of humanity to turn on each other.The ideal rally point would be a rural farm with a long, high-visibility entrypoint where any unauthorized interloper can be easily picked off with a scoped .308 hunting rifle.In such a pandemic, this would be my estimate of the timeline:Day 1~ Day 15: Law enforcement abandons their posts and hole up in their homes to protect their own families. Gangs would run free robbing all the undefended civilians for food and suppliesDay 15 - Day 45: As the stocks of stolen food get low, gangs turn on each other, and large-scale mayhem ensues as fights over resources become more desperate and the hierarchy of the gangs begin to break down.Gang leaders are accused of hoarding food and hungry low-ranking members of gangs splinter off and begin to openly defy the command structure. A number of gang leaders are assassinated by their lieutenants and leadership turnover accelerates, leading to further mayhem.Day 45 - Day 75: Cities are ghost towns - everything edible/usable is picked clean and a full 75% of those who survived the initial infection outbreak are also dead - from exposure, from starvation or, if they are lucky, by gunshot.Roaming armed bands of hungry ex-gangsters now wander into farmlands hoping to replenish their depleted reserves.Day 75 +: Communities of farmland cooperatives will slowly begin to make tentative contact with each other, and cautious alliances are made with trade emissaries being sent to friendly farms in differing regions offering the beginnings of specialization of labor.For those of you who are fans of the now-cancelled TV series Jericho (2006 TV series), we would begin to see variants of that storyline play out across various small communities.

What would you change as the next POTUS regarding organizational structure and protocols of the Executive, Congress, and Judiciary? How would you reorganize without any constitutional changes? There are 22 Cabinet members and disputed powers.If I was the next POTUS, I would work with Congress and reorganize across the three branches without any constitutional changes but some rule and legislation change.SOURCE: Participation in Government▪Reduce the Cabinet and pseudo-Cabinet in half from 22 for more cooperative, shared policy rather than myopic silos of policy contradictions▪Support legislation for clearer boundaries regarding Executive order minimizing legislation by POTUS signature includingdefining war as an armed conflict lasting longer than 30 days thus requiring Congressional consentnot moving funds from its legislated purpose without House of Representative consent as “holders of the purse strings”requiring Executive Orders to automatically expire after 60 days unless both Houses consent▪Support legislation to move the Justice Department to the judiciary with Attorney General reporting to House Judiciary Committee and balancing the imbalance between the House and the Senate▪Support legislation to mandate ban state selection of presidential election electors to “winner take all” but use a proportion or ranking system to assign electoral votes▪Create an independent agency, Council of Economic & Social Sciences Advisors Board that includes the Federal Reserve Board as independent agencies producing holistic policy reports and data.
