First, let me say that I don’t know of a significantly-sized celestial body in the Sol System that doesn’t have some kind of installation on it. By virtue of being in the Sol System, this will be heavily defended for its size, both to defend against extra-solar threats and banditry, but also to protect its interests against rival trading guilds. Every inch of useful space in the Sol System is at a premium price, and on places like Luna, dockyards are wont to assassinate rivals and have small wars over the valuable territory.Secondly, even in the Sol System, a few defensive installations stand out:Titan, home to the Chaos-hunting Grey Knights Chapter. Fortress-monasteries are heavily defended, and Titan even more so. Some of the fastest ships in the Imperium birth here, with massively amounts of firepower for their size, and full of psyker Space Marines.Mars, birth world of the Adeptus Mechanicus, the seat of human technological power. In addition to the ground-based installations, there is the Ring of Iron in orbit, and the Mechanicum Fleet. This may include Ark Mechanicae depending on what is docked there, all of which are premier warships with reality-defying weapons.Luna, with its entire equatorial belt converted into a giant weapons battery. Key Imperial forces like the Sisters of Silence are also stationed here, as well as some Inquisitorial facilities.Holy Terra, with the most powerful void shields in existence protecting the Imperial Palace, not to mention the defensive batteries dotted every half a kilometer and the archaeotech that is kept squirreled away in the domains of the Adeptus Astra Telepathica, the Navis Nobilite estates and the Emperor’s own laboratories. It also has the Custodes which, whilst ground-based, won’t hesitate to the teleport up to your ship and tear you apart from the inside.Finally, there is the mighty Battlefleet Solar. Tasked with protecting humanity’s birth world and its surrounding dominion, it is the largest battlefleet in the Imperium, consisting of thousands of capital-class warships. It isn’t ever all within the Sol system - it has many, many more planets to protect in the Segmentum - but can be recalled at short notice should an attack come underway. They also have superior mobility compared to other fleets, due to their relative proximity to the Astronomican, making Warp travel marginally safer and more predictable.The only successful penetrations of these defences were during the Horus Heresy, when Horus laid siege to Terra, and during the War of the Beast, when the Beast did the same. Since then, a Necron raid attempted to penetrate the defenses of Mars, but was destroyed at a heavy cost.

I guess you mean if the American base had sounded action stations when the USS Destroyer Ward had reported attacking an unknown midget submarine?If so the Americans had at best 60 minutes to hustle before the Japanese air attack. The USS Ward sunk the submarine at 6.37am, the Japanese air attack struck Pearl Harbor at 7.48am.That’s not much time to sound red alert, grab all the port side personnel who are asleep on a Sunday morning, and rush them to battle stations. FYI the radar personnel detected the IJN air atttack squadrons at about 7am.https://en.wikipedia.org/wiki/Attack_on_Pearl_HarborHaving said that, if the US had miraculously managed to quickly assemble to meet the IJN attack this is what might happen.Pearl Harbor had 100+ fighter planes, mostly, the P-40 fighter plane. If they had time to arm and scramble, the IJN’s plan would have been ruined.Most of American fighter planes were lined up in the middle of the airfield because their commander was worried that war with Japan would start with sabotage, not air attack. They made easy targets for the Japanese bombers and fighters.Several US fighter planes actually did manage to take off and engage the IJN air armada which included about 30 - 40 Zero fighter planes. Taylor - WikipediaIf several P-40s flown by hungover American pilots could shoot down enemy planes flown by highly experienced enemy air crew who had the element of surprise, absolute numerical superiority, imagine if the Japanese had met 50 - 100 enemy fighter planes?While the US fighter planes would have difficulty fighting the more agile IJN fighter plane, the A6M2 Zero flown by elite aviators, they would have had a field day shooting down the slower Japanese bombers, burdened with their heavy bombs or torpedoes.The Japanese bomber force would have slaughtered if they had encountered serious opposition. The Japanese carrier planes had very little armor, no self-sealing fuel tanks and tended to burn too easily. And they had never encountered a strong enemy fighter force before.If the enemy carrier bomber force is shot down or attacked before they can drop their deadly bombs and torpedoes successfully, then the Japanese attack would be a failure.Most of the damage were done by the Japanese bombers and the P-40s could easily shoot them down.Given the short notice, it is unlikely the USN fleet could have sortied out of Pearl Harbor and not been caught napping. It takes awhile to get those ships out of port. But most of the crews were sleeping on the ships so some of them might have escaped from harm’s way. One of the US BBs, the USS Nevada, managed to get underway before it was torpedoed and had to beach.The US BBs would be unable to engage the IJN fleet due to their speed and distance of attack + time. The USN fleet had at best one hour to sortie from the harbor. I worked on a small 30 ton ship and it took us at least 30 minutes to get out of a small harbor area which was uncongested, what more 10,000 to 20,000 ton warships?Can you imagine the nightmare of a couple of understrength BBs, cruisers, destroyers trying to hustle out of Pearl Harbor on sleepy Sunday morning in 60 minutes? The chances of one of them being sunk at the entrance while the attack was ongoing would be high. A sunken capital ship blocking the harbor entrance would have a disaster for America, reducing the effectiveness of Pearl Harbor.If the US base had indeed gone on red alert, the Japanese air attack force would have sustained at least 50% casualties. People forget that the spectacular result was because the attack was an absolute surprise and caught the Americans sleeping on Sunday morning. The IJN sustained most of its casualties in the 2nd attack wave when the American gun crews had realized what the heck was happening and started firing back. Obviously, if they had been prepared, the Japanese would have sustained much more losses.It is also likely that the US ships would be unlucky and get trapped in the mouth of the harbor as they attempted to escape. And if they made it out, sunk in open sea.The USS Enterprise 150 miles out West did not even have a slim chance of intercepting the IJN carriers. The IJN carriers were North of Pearl Harbor. By the time the Americans found where the carriers were and organized a strike it would have been too late.In summary, there’s not much the US battlefleet in Pearl Harbor could do , apart from acting as bomber bait. The real danger would have come from the American fighter squadrons. If the Americans had managed to fly off more fighter planes (fuel them, arm them etc..) they could have shot down more of the precious IJN bombers+ elite crew. Japan couldn’t replace these veteran elite crew. Without them, Japanese aircraft carriers were useless.During the Battle of Leyte Gulf in 1944 the Japanese were reduced to using their carriers as bait due to their lack of experienced carrier pilots.
