Boehner is leaving because he could not control the far right of his own party, and it seems unlikely that anyone else will be able to do a much better job. If the new Speaker does shift further to the right, the much more moderate Senate might feel compelled to dig in their heals to prevent the worst of their excesses. Whatever the right thinks they will win will be for naught if they can't bring the Senate to the right with them, and the Senate is already going to be difficult for the Republicans to maintain in the 2016 election, and no amount of gerrymandering helps anyone in the Senate win their seats.Consider the current fight over Planned Parenthood. It is actually beginning to seem possible that if the House passed a budget which cut funding to Planned Parenthood, that such a bill might die in the Senate and not even make it to the President's desk. The Administration’s bill was amended by the House to add a provision that would have prohibited Planned Parenthood from receiving any federal funds, even though Planned Parenthood has no ostensible connection to Zika prevention funding. The Republicans in the House thought they could leverage the Administration’s “must-do” attitude toward Zika funding to push through a provision completely odious to the Administration. Senate Democrats used the filibuster to block the bill because of this poison pill amendment, saving the President from having to veto the bill.I suspect that a lot of Republicans see Zika prevention funding as “wasteful government spending” and so putting a poison pill amendment in this bill was a “heads I win, tails you lose” moment for them: if the bill passes the Senate and the President signs it to get Zika funding despite the poison pill, they get a major victory for their cause, and if the bill dies they’ve stopped another instance of wasteful government spending. Furthermore, it lets them campaign on having voted yet again to defund Planned Parenthood, even if those votes didn’t actually have that effect.
