This is a fundamental, it is well known, and it is hardly a design fault. They have a wide variety of combat roles, but “broadside to broadside” is not one of them.The statement of no redundancy in the propulsion system is simply wrong. Probity considerations prevent my going further than saying it is simply wrong. If the number of engines and propulsion systems is public, great, but a quick look did not disclose pertinent public data.Similar redundancy in essential systems is pretty much warship standard.The initial contract was for a modified commercial standard (American Bureau of Shipping) and it was the USN that later wanted the basic construction standard upgraded, never an easy task when the design is already signed off. This, I suspect can be at the root of structural issues, as shock loads in excess of original design criteria were imposed.Have there been production delays? Yes, largely at the USN’s door with respect major changes in midstream, budget reallocation, and operational hold ups such as incompetent or at least, poorly formulated maintenance using US contracting personnel rather than those deeply knowledgeable with respect to the ships.Do they have sufficient defensive weapons? Probably not, but again, don’t blame the ship. Look to its owners, who wanted to divert funding to other issues that may have become more urgent. Most commonly, and this applies to other vessels as well, in similar circumstances, it descends from bids being couched in Classification Societies, (DNV, ABS, LR, etc) standards for “Patrol Vessels.”These are not intended, particularly in terms of shock loadings, to be full blown “warships.” Nor can an aluminium vessel ever be considered an equivalent fire risk to a steel ship.However, if you paint a ship grey, and give it to a Naval Officer, he, or she, will assume that you gave them a warship, and the document most ignored will be the little notice on the bridge, put there by the Class Society, about limiting speeds in increasing wave heights.The “Fremantle,” class patrol boats, and the “Armidales,” have all suffered through this phenomena, and I would not be the least surprised to see the two new “Cape” class that the RAN has in grey paint to be the first to show structural issues, despite being the newest built, whereas the remainder, in Customs & Border Protection livery, may be treated better. This applies to through life maintenance as well.Is a ship a “failure” because it was designed and built to a specification from the customer that was in error in the first place? And that the customer was then surprised by finding that attempting to change the original rules cost a lot of money? Or that the military requirement suddenly changed because of a new whizz bang that the opposition suddenly introduced?I guess my point is that if, and it is a big “if,” the ship is no longer suitable for purpose, the real issue is not the ship, but the customer.
