What services does your state offer for adults with intellectual disabilities?

Texas sadly is on almost the bottom as far as services for people with Intellectual Disabilities (ID) is concerned (Texas Placement). The state operates 13 large institutions known as State Supported Living Centers (SSLC). These facilities were once known as State Schools. They are located around the state in various places. Next is the Intermediate Care Facility for ID (ICF/IID) program. The state operates some of these facilities and others are operated by private providers. Housing in an ICF/IID can number anywhere from about 6 people up to 72 .The next area becomes a little hard to explain. The next area is known as Texas Home Living and Home and Community Supports or TxHmL or HCS. Both of these systems are set up in such a manner as to allow a waiting list. The state of Texas calls this an “Interest List,” but in truth everyone knows it is a waiting list. There are currently a little over 150,000 people on this “Interest List” waiting for services. They all were good and relevant. How can I oppose him when he says valid things like older people must stay indoors, public must praticses social distancing etc. These all are relevant points.But that shouldn’t be the focus or key take-aways of his speech. It can be secondary, not primary.A true leader’s speech at this hour should beFocused on the steps taken or going to be taken by Govt to boost the medical infrastructure at this hour. We have serious shortage of labs, lab testing kits, isolation beds, isolation hubs, quarantine /surveillance centers, instruments for the same, counselors, paramedics etc.Focused on the state funding on hospital facilities and PHCs etc, setting funds for major medical research activities against Covid etcFocused on massive random testing to understand the status of spreadFocused on announcing major public relief schemes like tax cuts, bills cuts, pension schemes, subsidies, relief funds, employeer support programs etc.Announcing any major stimulus package for national econoFocused on improving quality of at-home services, say free internet for next 2 weeks, free mobile calls/data for next 2 weeks, higher bandwith capacity for internet etc to encourage people to be at homeFocused on providing Public rationing of essential services like food grains, medicines and supporting states on delivery of these services to homeAnnouncing any major national volunteering scheme for people to support on public health surveillance on net and other meansTo motivate medical fratenity, announcing monetary sops or tax cuts etcPromising to set up larger scale isolation hubs etc.These are some of the typical points which most of the leaders now do when they address public.Instead, Modi’s takeway was more of public advise of dos and don’ts that a normal doctor or a nurse should do in normal course.And the usual gimmicks of one day curfew etc.I have no issue in announcing a voluntary curfew, if he says clearly, its meant as a drill for something likely to come up soon. Its a clear cut expression of policy. Rather its presented as something of a serious action, when it does nothingDo you expect Covid spread to stopped by having a Hartal/Bandh like thing on a Sunday, that too limited hours?And why Sunday? Why can’t it be done on a working day? Sunday people generally don’t go out much and those who venture out are mostly for leisure purposes. With most of the leisure options like Malls, parks, shopping centers, theaters etc, barring visiting friends or relatives, not much activity exist on Sunday, whereas on a working day people do work in offices and hence more larger scale public activity happens.If the govt intends to observe the behavior and analyse the effect, it should be clearly mentioned and there should be a scientific logic by doing it continously for 2–3 days as human behaviours changes if done continuously, rather than one day affair.Rather having an one day affair, its ends up just a gimmick.And typical to Spanish PM’s act, a copy-cat gesture of beating plates or clapping for medical fraternity at 5 PM, serves no use. Do something really motivating for medical fraternity. Provide them N95 masks by increasing production, provide them enough PPE, provide them regular enough spaces to treat patients, provide them more sanitizes and hand-washes, more medicines etc, not just claps.Seriously his speech has no major value, other than meant for his usual cheer leaders/bhakts and those who value token symbolism more than active governance.When we expect our PM and National govt to support public by announcing relief funds or tax cuts or bill cuts etc to support us during this crisis hours, things are going in opposite way. Petrol/diesel rates being increased and most of the service fees are hikedThe much worse was today’s act. Last day, Kerala and Allahabad High court issued an mortorium for all loan/tax recoveries till April 6th considering the crisis faced by public due to Covid which was a welcoming act. Now Central Govt has appealed against HC’s order in Supreme Court, asking to restore all recoveries during this crisis time and Supreme Court (which is now seen as friendly court to Central Govt) allowed a stay in favour of Govt[Breaking] SC Stays Orders Of Kerala & Allahabad HCs Which Restrained Centre From Recovering Tax Citing COVID 19Does this shows the massive hypocrisy?As a Malayalee Liberal, its natural for me to compare Modi’s last day speech with our CM Pinarayi Vijayan’s speech just a hour before the former.Pinarayi Vijayan’s speech shows how pratical Kerala Government is to counter the effects of Covid. Unlike one-way address of Modi, Pinarayi is now calling daily press meets to talk with media and brief the action taken by govt and intending to take.And yesterday’s meeting was indeed a landmarkCoronavirus: Kerala announces Rs 20,000-crore package to tackle health crisisWhile PM Modi called for a 'janata curfew', the Kerala government implemented some serious stepsIn this hour of crisis, there should be no politics. Just look at Kerala Govt, last few days Congress was attacking Left Govt over many things as they feared the public opinion in Kerala is getting favour towards Left Govt’s action. Most of the accusations from almost all key Congress leaders against Left leaders were personal too.Yet the govt did a positive thing yesterday. They asked Opposition Leader to sit along with CM and both of them talked together to entire Local Bodies like municipalities, panchayats etc to outline the action plan to be taken if the dieases move from Clusters to Community plan. Why such an action? How do you think Manohar Lal Khattar is doing as Chief Minister of Haryana, India?

My take on his eventful three-year-tenure.3 year is a fairly enough time to take stock of BJP's rule and Khattar's competence as CM. As somebody who voted for first time & voted fr BJP, I thought of writing this. It was on this day back in 2014 that the BJP govt. took charge in Haryana, it's first in State. A former RSS pracharak, ML Khattar, was chosen to the head the new govt. Now, Khattar is a first-time MLA and got to be the CM.Rare. Infact, 90% of BJP MLAs are first-timers. Khattar had held no admn/public office before it. It has cost the state dearly. Under his rule, almost 100 people had died in three major incidents of violence and 100s of crores of property had been burnt/destroyed. First was Rampal followers stand-off with police.Ensuing violence left 6 people dead. Khattar was new back then, so he was spared. Second came the Jat reservation agitation. For a week, violent mobs were on rampage destroying property, terrorising people and doing all nonsense possible. Police was mute spectator. Army had to be called in, and their columns were deployed in Rohtak--centre of violence. State was virtually cut-off from Delhi and Punjab and internet was down for a week as state witnessed mayhem. Khattar had no idea of how to deal with situation. 40 odd people died, state property was burnt and industries stopped working causing huge loss to exchequer. Third was recent Ram Rahim Singh case. Despite having got a week's time before judgement,Khattar couldn't handle the situation. Scores of dera followers flanked to Panchukla and destroyed this beautiful city when verdict was announced. You knew the date and place of verdict, had the intelligence, and still let the thousands congregate at Panchukla. We know what happened then.Come crisis, Khattar confines himself to his CM bungalow in Chd. He was nowhere to be seen on the ground in all three incidents. When his counterpart, Punjab CM Amarinder, was on the ground motivating the police, taking stock of situation and leading from front, Khattar sahab was inside his bungalow. Result was that Punjab saw less violence compared to HR.Haryana is a rather peaceful state. I haven't seen/heard of curfew, net services being snapped and so much of upheaval at this scale earlier. But, in last 3 yrs Haryana has seen all--arson, curfew, Army on roads, violence etc. State's reputation has taken a big hit. Industries won't come to a state having poor law & order.So, Has Khattar has done nothing? No. He has done transfers of officers v. frequently. He has changed DGP 4 times, Chief Secretary 4 times and 100s of other bureaucrats multiple times. Opposition calls him 'transfer CM'. Khattar has 13 exam leaks in total to his claim in State ranging from clerk,conductor to HCS(judicial). HSSC & HPSC, responsible for most of recruitment, are neck deep in corruption and inefficiency is their hallmark. No better situation in Hryana Board of school education. Cow protection and searching saraswati river is high on his agenda. Not education and police reforms. Haryana's debt has gone high by almost 50% under him. Infrastructure in Gurugram, Haryana's cash cow, is in bad shape.So what went wrong?. Well,Khattar couldn't stand up to powerful Jat community during violence. He abdicated his duty as CM.. Ministers of govt. also has no experience.. Huge centralisation in police & other areas during Hooda's time. Police wait for orders from upper echelons for even small things.Positives of BJP/Khattar govt. :-. No more regional bias in development.. Less corruption in admn.. Scores high on sex ratio improvement. Clamping down on illegal centres has lead to a jump in female sex ratio.But all positives are of no importance if you fail to protect the citizens lives. Abdication of duty, especially when you need to rise to occasion, is gross incompetence.But why blame Khattar only? First, he has home depart. under him. So police reports to him directly.Second, there is a saying in military-'Captain is responsible fr anything and everything that happens to ship'.Coming back to power in Haryana will be a tall order for BJP.So Khattar sir, either put the house in order or go back to RSS Sakha. Clock is ticking.
