How can China affect India's river system?

The early warning China issued to India in August 2018 on the rising waters of its Tsangpo (Brahmaputra) river – which hit its highest level in 150 years – gave the Indian authorities enough time to prepare. The Tsangpo, which originates in Tibet, flows downstream to India’s easternmost state of Arunachal Pradesh, where it is called Siang, and then to Assam, where it is known as the Brahmaputra (after confluence of Siang and Lohit rivers). Thousands of people in scores of districts in Assam and Arunachal have been affected in the latest 2018 floods, but the losses are minimal in comparison with the devastation last year, which killed 130 people and left three million people stranded. To India’s surprise, China shared hydrological warning again (twice) in 2018 which signified improvement in political relationship. The reason for this Chinese generosity was Indian Prime Minister Narendra Modi and Chinese President Xi Jinping met in May for an “informal summit” to reset strained ties. One of the two key pacts reached at the end of the summit requires China to provide hydrological data during the flood season (again!) from May 15 to October 15 every year, and if water levels exceed mutually agreed limits during the non-flood season.Chinese Defence Minister Wei Fenghe inspects a guard of honour during a ceremonial reception in New Delhi. India kept China and its military in good humour by restarting joint anti-terrorism dril despite China’s flat refusal to act on Pakistan’s terrorists.But the previous 2017 was difficult year. New Delhi had then blamed China for breaking an earlier agreement to share hydrological data. In 2006, India and China had signed a pact under which China would share hydrological data from May 15 to October 15 every year for the Bhramaputra and Sutlej rivers, both of which originate in Tibet. The two sides renewed the agreement in memorandums of understanding signed in 2013 and in 2015. But when floods struck northeastern India in 2017, reports surfaced that China was not adhering to the agreement. There was speculation that China held back on the data in retaliation for the 73-day military stand-off between Indian and Chinese soldiers in Doklam near Bhutan around the same time. Indian government also realized that China had shared hydrological data with further downstream country Bangladesh. To India, three different excuses were given by China for not sharing data / not collecting data – due to floods, due to construction activity (without mentioning nature of construction) and earthquake.Initially, China said its hydrological systems were washed away by floods, as a result of which it was unable to share data. The 2017 violation of two legally binding bilateral accords by China on hydrological data proved that China is weaponising the sharing of water data on upstream river flows. The data denial was apparently intended to punish India for boycotting China’s “Belt and Road Initiative” summit and for last summer’s border stand-off on the remote Himalayan plateau of Doklam.The lingering bitterness resurfaced late in 2017, when the more raucous sections of the Indian media began to buzz with a new China conspiracy story – the blackening of the Brahmaputra river in northeastern India. Seizing on a lawmaker’s allegation that Chinese excavations were releasing extraordinary levels of slag in the water, several media outlets saw in the discolouring a “sinister plot” from across the border. The Chinese Embassy in India in January 2018 denounced India's accusation that contamination of the Yarlung Zangbo (new han Chinese name of Tsangpo which was Tibetian name) River - upstream of the Brahmaputra River in India - was caused by Chinese construction projects, the People's Daily website people.cn reported. "India should be broadminded enough to understand that China would not play tricks with the rivers," Chinese embassy spokesperson said.After staying quiet over the Siang’s contamination for many weeks, Beijing claimed on December 27 2017 that an earthquake that struck southeastern Tibet in mid-November “might have led to the turbidity” in the river waters. But the flows of the Siang, one of the world’s most pristine rivers, had turned blackish grey before the quake struck. China’s hyperactive dam building is a reminder that, while the international attention remains on its recidivist activities in the South China Sea’s disputed waters, it is also focusing quietly on other waters – of rivers that originate in Chinese-controlled territory like Tibet and flow to other countries. No country in history has built more dams than China. In fact, China today boasts more dams than the rest of the world combined. As part of its broader strategy to corner natural resources, China’s new obsession is freshwater, a life-creating and life-supporting resource whose growing shortages are casting a cloud over Asia’s economic future. Dams are integral to this strategy, although they have wreaked havoc on the natural ecosystems.As China quietly works on a series of hydro projects in Tibet that could affect the quality and quantity of downstream flows in South and Southeast Asia, China came up with the idea of re-routing the upper Brahmaputra river system. An officially blessed book published in 2005 championed the Brahmaputra’s re-routing to the Han heartland. To deflect attention from its continuing dam-building frenzy and its refusal to enter into a water-sharing treaty with any neighbour, China has bragged about its hydrological-data sharing accords. This is the reason China signed hydrological data sharing treaty with India and south east Asian countries of Mekong basin. China as upstream country can deny data as required but downstream country cannot complain anywhere else like UN, international court of justice (ICJ) as agreement is bilateral. Now India is trapped. Compare India-China water bilateral agreement with India-Pakistan ‘Indus water treaty’ (IWT) which has third party involvement like World Bank and disputes can be taken up in UN and ICJ. Infact, Pakistan has used IWT to delay construction of dams on all western Indus tributaries.Dams in China now total 86,000, which means it has completed, on average, at least one dam per day since 1949. Nearly a third of these are large dams, defined as having a height of at least 15 metres (49 feet) or a water storage capacity of more than 3 million cubic metres (793 million gallons). The United States, the world’s second most dammed country with about 5,500 large dams, has been left far behind. With the world’s most resource-hungry economy, China has gone into overdrive to appropriate natural resources. On the most essential resource, freshwater, it is seeking to become the upstream controller by re-engineering transboundary flows through dams and other structures. Its dam building has largely shifted from internal rivers to transnational rivers, such as the Mekong, Salween, Brahmaputra, Irtysh, Illy and Amur.Just as the Persian Gulf states sit over immense reserves of oil and gas, China controls vast transnational water resources. By forcibly absorbing Asia’s “water tower”, the Tibetan Plateau, in 1951, it illegally gained a throttlehold on the headwaters of Asia’s major river systems, a place called Tibet when newly independent and partitioned India was too weak and started fighting wars with Pakistan. China’s actions in more recent years have sought to build water leverage over its downstream neighbours.Chinese engineers are now testing techniques that could be used to build a 1,000km tunnel – the world’s longest – to carry water from Tibet to Xinjiang (han Chinese name of East Turkistan), and the darkening of Brahmaputra water could be the beginning of tunneling. The proposed tunnel, which would drop down from the world’s highest plateau in multiple sections connected by waterfalls, would “turn Xinjiang into California”. China’s longest tunnel is the eight-year-old 85km Dahuofang water project in Liaoning province, while the world’s longest tunnel is the 137km main water supply pipe beneath the city of New York. The Yunnan tunnel and support facilities will take eight years to build at an estimated cost of 78 billion yuan (US$11.7 billion). It will carry more than three billion tonnes of water each year from northwestern Yunnan to the province’s dry centre and directly benefit more than 11 million people, according to the provincial government. The tunnel would create 3.4 million jobs, more than 30,000 hectares of new farmland and give the local economy a 330 billion yuan boost.The Chinese government started building a tunnel in the centre of Yunnan province in August 2018 that will be more than 600km long, local media reported. Comprising more than 60 sections, each wide enough to accommodate two high-speed trains, it will pass through mountains several thousand metres above sea level in an area plagued by unstable geological conditions. Researchers said building the Yunnan tunnel would be a “rehearsal” of the new technology, engineering methods and equipment needed for the Tibet-Xinjiang tunnel, which would divert the Yarlung Tsangpo River in southern Tibet to the Taklimakan Desert in Xinjiang. Downstream, in India, the river becomes the Brahmaputra, which joins the Ganges in Bangladesh.The Tibetan Plateau stops the rain-laden Indian Ocean monsoon from reaching Xinjiang, with the Gobi Desert in the north and the Taklimakan Desert in the south leaving more than 90 per cent of the region unsuitable for human settlement. However, the Taklimakan sits right at the foot of the Tibetan Plateau, which is known as the water tower of Asia. The more than 400 billion tonnes of water it releases each year that feeds the source of other major rivers, including the Yellow, Yangtze, Mekong (known in China as the Lancang), Brahmaputra and the Ganges.The earliest proposals to divert water from Tibet to Xinjiang were made by Qing dynasty officials Lin Zexu and Zuo Zongtang in the 19th century. In recent decades, Chinese government branches, including the Ministry of Water Resources, have come up with engineering blueprints involving huge dams, pumps and tunnels.The project’s enormous cost, engineering challenges, possible environmental impact and the likelihood of protests by neighbouring countries have meant it has never left the drawing board, but China is taking step-by-step approach to bring it to life.It suggested the government drain the Yarlung Tsangpo River at Sangri county in southern Tibet, near the disputed border with India. Sangri county featured a large, relatively flat valley that was ideal for the engineering project. An artificial island would be built in the middle of the river to create rapid turbulence, which could filter out sediment, and direct water to a well. The well could control the amount of water flowing into the tunnel which will be mostly underground and cannot be seen in satellite image. So neighbouring countries will have no idea about the progress of the tunnel. The researchers estimated the tunnel would be able to carry 10 billion to 15 billion tonnes of water from the Yarlung Tsangpo River to the Taklimakan Desert each year. But the cost would be astronomical and in five to 10 years from now, the technology will be ready and the cost affordable, and the temptation of the benefits will be difficult to resist. According to one estimate, each kilometre of tunnel would cost at least one billion yuan due to the difficult terrain and taxing altitude of the Tibetan Plateau. So, next 20 years is critical for Brahmaputra. India has 20 years to prevent Brahmaputra diversion. India should build major dams in Arunachal Pradesh to claim water rights as per UN rule. These major dams are Tawang I & II, Subansiri upper & lower, Kamala and Oju, Siang upper, middle and lower, Demwe upper & lower, Kalai upper & lower. These projects were initiated during Vajpayee era under PM’s 50000 MW hydro power scheme but completely lost focus now.International pressure needs to be mounted on Beijing to rein in its dam frenzy and respect environmental standards and the rights of downstream nations. The blackening of the Brahmaputra river in 2017 gave rise to conspiracy theories including starting of tunneling activity.It is not just Brahmaputra that China is planning to dam. China has erected eight giant dams on the Mekong just before the river enters Southeast Asia, and is building or planning another 20. Armed with the new dam-centred clout, Beijing has rejected the treaty-linked Mekong River Commission and instead co-opted the vulnerable downstream nations in its own Lancang-Mekong Cooperation initiative (LMC), which lacks binding rules. China by building increasing control over cross-border water resources through hydroengineering structures, is dragging its riparian neighbours into high-stakes games of geopolitical poker over water-related issues. In waging water wars by stealth, China seeks to hew to the central principle enunciated by the ancient military theorist Sun Tzu – “all wars are based on deception”.Speaking at the end of the latest Lancang-Mekong Cooperation (LMC) meeting in Dali, Yunnan province, China’s Foreign Minister Wang Yi said that the Beijing-led body had the potential to boost economic development in all six Mekong nations, and that China had made provision to help finance dozens of projects along its route. He was joined at a press conference by Prak Sokhonn, the foreign minister of Cambodia – one of China’s biggest supporters within Asean – who thanked Beijing for its leading role in the LMC and described the progress it had made as “unprecedented”.From its origins in the snowfields of Tibet, the Mekong passes through Myanmar, Thailand, Laos, Cambodia and Vietnam – all five of which are members of the LMC and the Association of Southeast Asian Nations – before draining into the South China Sea. Foreign ministers from the six countries through which the Mekong flows met in southwestern China in 2018 to approve a draft of a five-year development plan for the river. But as state leaders prepare to finalise the proposal at a meeting in Cambodia, environmental groups have expressed concern over what it could mean for Southeast Asia’s longest waterway.A huge economic resource for the region, it provides livelihoods for an estimated 60 million people living in the lower Mekong basin where it nurtures one of the world’s most fertile areas for agriculture and fishing. Most experts agree that controlling the waterway means controlling much of the economy of Southeast Asia. As a result, observers have said that it has the potential to become the biggest flashpoint between China and Asean after the South China Sea.Beijing established the Lancang-Mekong Cooperation (LMC) in 2015 as an alternative organisation to the long-standing Mekong River Commission (MRC) which has some limitations notably that it only has four out the six riparian countries as signatories. This way China is also trying to change the name of river to han Chinese name of Lancang! In the two years since the LMC’s creation, China has hosted three foreign ministers meetings and set aside billions of dollars to support 45 projects under the mechanism, from water resource research centres to cooperation on connectivity projects, industrial capacity, border trade, agriculture and poverty alleviation. Driven by a growing appetite for energy in the region, some countries along the river have been happy to follow in China’s footsteps.Since opening its first mainstream dam – known as Manwan – on the Mekong in 1995, China had built a further seven hydropower dams and had more than 20 others – in Yunnan, Tibet and Qinghai – either in development or planning. The development of hydropower projects by China and other countries has muddied the future for both the Mekong and its dependants as the construction of large dams upsets the ecosystem and threatens the livelihoods of millions of people. Tensions rose in 2016, when Vietnam experienced its worst drought in 90 years, resulting in widespread rice crop failures and water shortages for 1.8 million people.Same problem can happen in Bangladesh as it is already threatened by global warming. Even a 20 percent reduction of flow of Brahmaputra water will dry up Bengal delta system and saline water from sea will enter Sundarban (world’s biggest delta system) forest and will destroy the forest. Saline sea water and lack of Brahmaputra fresh water will destroy fertile land and agriculture. Millions of Bangladeshi refugees will enter neighouring India and will create social and economic chaos. This initiative is part of Indian Railways effort to help passengers purchase the unreserved tickets within five minutes under its ‘Operation five minutes programme’. This will allow the passenger to buy a ticket on the move and allow him or her to board the train with the ticket secured on his or her mobile phone, without any need for printing the ticket.‘E-Samiksha’ for Implementation MonitoringIn yet another milestone initiative for ensuring timely implementation of budget proposals, a special portal called ‘E-Samiksha’, has been launched for monitoring the implementation of budget announcements/commitments .This portal would help to keep an eye on the implementation of budget process.Facility of ‘Wi-Fi’ services on Railway stationsIndian Railways is providing the Wi-Fi Broadband Services at several stations which include Bangaluru, Secunderabad, Mumbai CST, Agra, Varanasi, Hawrah, Chennai, Ahmdabad. The Wi-Fi project on Indian Railways is being executed by RailTel, a Public Sector Undertaking of the Ministry of Railways. Electrification contract for 945 km of Western DFC has been awarded on 18.11.2014.FDI and PPP in RailwaysCabinet approved 100% FDI in identified areas of Railway sector.Ministry of Railways has formulated sectoral guidelines on FDI.Investor’s meet was held to explain FDI to investors.More meets planned in future. The commercial services will be started after obtaining the CRS sanction.The feasibility study for semi high speed on Chennai-Bangaluru-Mysore Corridor is being taken up by Chinese Railways.Feasibility study for New Delhi-Chandigarh Corridor to be undertaken with French Railway. Discussions are on with Germany for undertaking feasibility study of Nagpur-Secunderabad Corridor. 5 other identified corridors under examination for semi high speed trains. Mumbai-Ahemdabad High Speed Bullet train projectMinistry of Railways took steps for introduction of High Speed Bullet Trains(300+kmph) in the country on Mumbai-Ahmadabad corridor. It is part of the Ministry’s ambitious plan to have Diamond Quadrilateral network of High Speed Rail connecting major metros and growth centers of the country. French Railway submitted business model study of this corridor. The interim report of feasibility study being undertaken by Japan has been received and final report is expected in June, 2015. This Directorate will address all environment and housekeeping related issues over Railways.Detailed action plan on cleanliness prepared has been prepared and an Integrated Policy of cleanliness in Stations, Platforms and Coaches is under formulation.50 major stations outsourced for international level cleanliness. Setting up of mechanised laundries Mechanised laundries at 6 new locations have been set up to improve the quality of linen being supplied to AC class passengers. With this Indian Railway now have 33 such mechanized laundries. Dustbins on all the coaches: Dustbins on trains were hitherto being provided mainly on AC coaches. Now dustbins will be provided in all the coaches including non AC coaches. On Board Housekeeping services scheme: An additional 83 no. of trains have been covered under OBHS scheme taking total coverage to around 500 trains. Under this scheme ,cleanliness is maintained during run of the train. Installation of more Bio-Toilets in coachesMore than 10159 Bio-toilets have been fitted till March, 2015 and target set for 2015-16 is fitment of 17,000 bio-toilets. These toilets use bacterial action to convert human waste into water and gas. HELPING FARMERS AND RURAL PEOPLE First ever Perishable Cargo Centre set upThe first ever Perishable Cargo Centre of Container Corporation of India (CONCOR) (a Railway PSU) at Adarsh Nagar station near Azadpur Sabzi Mandi, Delhi, was inaugurated. This perishable cargo centre will help farmers and consumers in a big way and the ripening of fruits and cold storage facilities at this cargo centre will help the farmers get a good price and good market for their product.Skill development activities in railway premisesIndian Railways has around 8000 stations and premises of some of the railway stations with very few trains and scanty footfall would be used for skill development activities. The potential cooperation areas mentioned in the MoU are; i) Training in heavy haul freight transportation, ii) Raising of speed of trains on existing routes, iii) Station redevelopment, iv) High speed rail and v) Setting up of Railway University.MoU on cooperation with Republic of KoreaIndian Railways and Republic of Korea signed a MoU on Technical Cooperation In the Rail Sector.
