Do some long-term US Army personnel remain privates until they leave?

Doubtful…if your not promotoble there's a promblem…and your not going to be around long. There are many E6 Staff Sergeants who have 20 years…usually they stop getting promoted to E7 because somewhere in their career they messed up and made “ blotter” Congress and the Armed Forces Committee sign off on promotions above E6 and it's unlikely your CO will even consider submitting a promotion packet.
