Harper Collins authors get paid according to the agreement on their contracts. They get advances, which are generally divided in three parts, 1/3 on signing the contract, 1/3 on acceptance of the manuscript and 1/3 on publication of the book. I am not aware of any scientific journals that directly pay to the authors.Some IEEE Transactions encourage authors to "offset the cost of publication" by voluntarily paying (the journal) $100-200 per page. They may also require payment for every page after some limit (such as 13), whereas some journals do not limit pages. I don't recall any ACM Transactions requiring payment.Science and Nature may charge authors for color figures(which seems odd b/c color figures make papers more attractive).Some open-access journals (the ones that do not charge for access to papers) require authors to pay for publication.
