In Georgism, how is the amount of the LVT determined?Georgism itself does not specify how the amount of the LVT should be determined. It just explains why as much of the ground rent as possible should be collected. I assume that Henry George expected that the normal assessment methods used to determine ground rent by rent assessors would suffice for the valuation of that ground rent.However a lot of research into this question has been done since HG published Progress and Poverty in 1879. The result of which has led modern Georgists to recommend two alternatives.The first is to base the tax on ground rent rather than land price with the assessment carried out by professionals trained for the job. Such professionals already exist and are employed by corporations specialising in insurance or real estate leasing for commercial or residential pirposes. Or by local government taxation offices.The second is to base the tax on self-assessed rent. In order to keep this honest some consequence must be put in place for anyone who assesses their land's rental at a value much below that which the market would place on it. But assuming that this has been done, the result of self-assessment should be accurate enough for taxation purposes.However it should be noted that neither of these methods is specifically “Georgist”. They are merely pragmatic attempts to approximate the right value for the ground rent. One being an attempt to capture an objective figure for the land's value. The other being an attempt to capture the owner's subjective valuation of the land. Other methods could prove acceptable to Georgists, provided that they gave an estimate which was roughly correct.

Some good answers here, but I’ll add something that may not be widely known: There was a point in time when portrait-oriented (vertical) computer monitors might just have become the norm.There were two companies that almost made it happen: First Xerox, then Apple.Meet the Xerox AltoOne of the earliest personal computers, developed by Xerox’s corporate research lab PARC, was this one that dates back to 1973.Called the Alto, it was among the first to use a mouse-driven graphical user interface (GUI). It was heavily used at PARC, other Xerox facilities and several universities in the US, but never commercially marketed. It would have been too expensive to be successful as a home computer in any event—the first machines cost $18,000 (and remember, this is at 1973 prices).The Xerox Alto screens were 8.5"x11" to mimic paper, and PARC developed apps for it, including Bravo, the first WYSIWYG word processor. This really was the beginning of desktop publishing.By early 1975, PARC had improved the GUI to include icons and pop-up menus. That same year, Xerox established the System Development Division in a stronger attempt to commercialize PARC technology. There were plans to release a personal home computer by mid-1978. It may well have unleashed an era where vertical monitors were the norm.And then Xerox made a critical mistake. In 1977, worried that a personal computer would hurt their core business of photocopy machines (who would lease them if people could simply hit Print?), they killed the project. Xerox could well have become Microsoft and Apple rolled into one, but with that one bad decision, they blew it big time.Fast forward to AppleBy the mid-to-late Eighties, Apple had established itself as the computer of choice for desktop publishing. Then came the lightbulb moment: Why not design a monitor that could be used both horizontally and vertically?It wasn’t Steve Jobs whose idea it was, though; this one came from the much-maligned CEO at the time, John Sculley, blamed by many for pushing Jobs out the door. Sculley thought a vertical display would save space on his desk.Apple’s design team worked on it for two years before it was released in 1989 as the Macintosh IIcx.The monitor could be used either horizontally or vertically…it came with little rubber feet that could be taken off the bottom and placed on the side for use in portrait mode. The model was especially successful with graphic design professionals.Released a year prior was another vertical display compatible with the Mac, this one by Radius.Portrait-mode computer monitors, it seemed, were ready to take off.Unfortunately John Jean-Louis Gassée, who was responsible for product development at Apple at the time and briefly rumoured to be taking over from Sculley, was forced out soon after the IIcx was launched. It ushered in a period of turmoil in a critical area at around the same time that Microsoft launched Windows 3.0—the first imitation of the Mac’s look and feel.The differentiation between the PC and the Mac had narrowed. Suddenly, price had started to become a factor.
