I don't completely aggree with the assumption being made in this question.I have never personally been to Kasargod but I have been to the Nilgiris. I was very young back then (7 or 8 yo) so I don't think it counts.To answer the question, they are not exactly Kannada regions.Let us look at the linguistic population census of 2011.Kasargod district, keralaLet us have a look at the census data. Note that this is district wise data.Kannadigas - 55,263Malayalees - 10,81,126Tuluvas - 1,14,671Konkanis - 16,856There is a very clear Malaylam speaking majority in Kasargod (taking the entire district as a unit).But it is really hard to ignore the large number of Tuluvas and Kannadigas in the district. The Tuluvas outnumber Kannadigas two to one. The towns and villages closer to south canara district have a Tulu majority with a significant Kannada /Malayalam/ konkani minority.It can be said that the northwestern part of the district has a significant Kannadiga presence but I highly doubt that any of the towns/villages have a Kannada speaking majority.The names of some towns are in Kannada, yes but that doesn't mean that they have a kannada majority. The towns were named during a kannada rule, since the ruler normally gets to name the places he/she will obviously use his/her own language to name it.It is definitely a stupid thing to say that Kasargod is a Kannada majority region.The Nilgiris, Tamil NaduEven here, the best way of solving this problem is to look at the census.Kannadigas - 1,79,795Kannadigas : 48,967Badagas (Kannadigas) : 1,22,441Kurumbas: 5,038Tamilians: 3,64,909 (Irular mozhi : 7904)Malayalees: 1,31,832Telugus: 26,708Urdu speakers (Deccan Muslims): 11876It is obvious that this district is fairly diverse. Five languages have a significant presence here with a Tamil majority.But some observations can be made:Tamilians outnumber everyone.Tamilians outnumber kannadigas and Malayalees two to one.There is a significant kannadiga presence here. In fact, kannadigas are the second largest linguistic group there.Other dialects of kannada are spoken more than the mainstream kannada.Badaga dialect speakers outnumber mainstream kannada speakers two to one.The entire district is a hilly region.The main problem here is that there is a dispute over whether Badaga is a dialect of Kannada.Badagas were the Kannada people who migrated from the kannada speaking lands to Tamil speaking lands centuries ago. They slowly mixed their kannada with Tamil. That is how Badaga came into being.Currently Badaga is written in Tamil script more than Kannada.So with a significant population of Badagas, some part of the Nilgiris can be called “Kannada lands". But again a large part of the Nilgiris district is a protected forest area. Even if the Badaga lands were added to karnataka it would be of no use because they (Badagas) prefer living isolated.Coming to kannadigas, they are mostly urban dwellers which are Tamil majority places.So even here it would be again wrong to call the whole Nilgiris district “Kannada Land".The reason these places were added to the respective states was because entire districts were taken as single units for bifurcation in most cases.Except some areas which form the present district of Chamarajanagara, almost the entire district of Coimbatore was added to Tamil Nadu and the entire Malabar district was added to Kerala.The demands of Tuluvas were ignored and the entire existance of Badaga community was overlooked.So I guess these were the major reasons for giving these “Kannada regions" to the respective states.Some people may say that the Kannadigas of Tamil Nadu and Kerala have reported themselves in the census as Tamilians or Malayalees.I can partially aggree with that in the case of T.N because the 2011 census indicates that the number of Kannadigas in T.N and Maharashtra has gone down by 2 lakhs each when compared to the 2001 census. This isn't true for kerala where an increase has been seen.According to me this kind of misreporting is really significant. The decrease in the number of Kannadigas may be because of several factors such as migration and naturalization.Some people claim that the census is influenced by the respective state governments. I can't talk much about that because I am not personally aware of such modification. I only found newspaper articles which did not provide complete information.
