Balanced budgets are proposed by the Congress. All spending must originate in the House, by Constitution. The President usually proposes a sample budget, but it rarely/never is adopted without changes. The House has that responsibility.Presidents technically do not spend money. They do not raise taxes. They have a few responsibilities around spending but not as to balancing the budget.I think Eisenhower is the last Republican to balance the budget, and it was a technical balance. Neither party has a balanced budget as their platform today. Today, and for the next 30 years, it will be nearly impossible for any president of any party to balance the budget, because of the retirement of Boomers. As they retire, they become liabilities for the treasury, and the costs for Social Security and Medicare are transferred to the Federal government. The money for this will be taken from current workers, and the amount is in clear excess of current taxation.Anytime taxes are not sufficient for benefits and expenses, we have to borrow. As the Fed increases the interest rate, it expands the amount that goes to pay interest, and the budget is further out of balance.So, don’t think there is a difference between parties on this issue. There just isn't.
