I read in my local paper about some suspected criminals, being followed, the car was an old caprice classic, what we refer to a hillbilly cadilac. They saw the car behind them and break checked the cop with the handbrake, no lights. The cop crashed into the back of their car, disabling his vehicle. The criminals road away not to be seen in town again.True story, this one and the next.There is only one road through and one small bank in this little town. You know you are there because you pass a partially disabled fighter on a stand at the edge of town.Blacksville, WV JetOn halloween, about 15–20 years ago, a clown walked into the bank and robbed them at gunpoint. I have a post office box in bank. The clown rode off in a pickup truck to the west. He was not seen again that day.Next halloween, the bank was not having a robbery. They had since put in a glass window in the bank. A clown walks into the bank on halloween. He walks up to the glass, takes his finger and taps out a 4 inch metal circle that is cut in the glass so you can talk to the teller. The clown then sticks his hand through the glass, through the hole and points the gun at the teller, give me all the money. Clown takes off to the west, not seen again that day.The next halloween, the bank is not having this, they are closed. The only way to communicate to the bank is through a tube that takes a plastic shuttle into bank. Our clown pulls up to the bank, puts three road flares with a clock taped to it in the shuttle. He sends the tube back to the teller, and he tells them to fill the shuttle with money, or he is blowing up the bank. The teller gladly stuffs the shuttle full of cash and sends it back to the clown. But he is not worried, because he knows there are two fbi agents in a cruiser, parked outside the bank, ready to apprehend this damn clown. The clown races out of the bank to the west. The fbi pulls out behind him. The clown drives his truck about 5 miles down the road, and then pulls across a single lane bring. When he is on the bridge, he hits something in the truck, something he has rigged up in the back. When he actuates a spring like a hood latch and a chute opens up on the back of the truck. 20 pounds of 1 1/2 roofing nails poor out across the bridge.The fbi cruiser pulls onto this bridge and blows out all four tires, blocking the bridge and disabling their vehicle. This is the only bridge across this somewhat insignificant creek for 20 miles in each direction. “Is there a lawyer who has passed the bar examinations of all fifty states?”I cannot imagine that such an attorney exists, for several reasons.Reason #1: Taking the bar examinations of all fifty states would require a minimum of 25 years.State bar examinations are offered exactly twice a year, in July and February.Reason #2: There would be no point to doing it.Most state bars have some form of reciprocity with regard to licensing. A lawyer who, for whatever reason, wants to be licensed to practice in all fifty states doesn’t have to take 50 bar examinations. For instance, my Virginia law license, combined with the fact that I’ve been a licensed attorney in the Commonwealth for more than five years, makes me eligible for admission to the bars of the following states without examination: AL, AK, AZ, CO, CT, DC, GA, ID, IL, IN, KS, KY, ME, MA, MI, MN, MS, MO, MT, NB, NH, NJ, NM, NY, NC, ND, OH, OK, OR, PA, SD, TE, TX, UT, VT, WV, WI, and WY. By taking advantage of the reciprocity rules, I can save myself the trouble of taking the bar examinations of more than 40 states.Reason #3: At some point, the boards of bar examiners themselves would be likely to step in and prevent the candidate from taking multiple state bar examinations, one after another.Bar examinations are time-consuming to grade, and grading exams is not a particularly enjoyable activity. For this reason, state bar examiners don’t want to waste their time grading exams for applicants who don’t actually intend to practice law in their jurisdictions.A candidate could take two or three state bar examinations without raising any eyebrows. That’s not unusual. But a candidate who took a new bar examination in a different state every year for five or six years would draw the attention of the state bar examiners. The bar examiners would probably require the candidate to certify that they actually intended to practice law in the new state before permitting the candidate to take another bar examination.Many years ago, I knew a BarBri faculty member who took a new state bar examination every year, just so he would know what kinds of questions were being asked on the MBE. I have been told that many state boards of bar examiners got tired of grading exams for people like my colleague, so they keep an eye out for repeaters.
