The reason why Tuesday’s elections(November 5th) were so major is that Democrats broke the GOP’s control on local governments in the four key suburban counties around the Philadelphia area: Bucks, Chester, Delaware, and Montgomery. In order to win Pennsylvania in 2020, Democrats need to get huge margins out of these counties (plus Philadelphia and Allegheny) in addition to holding their own across the rest of the state by improving on Hillary’s lackluster winning margins in Lackawanna, Lehigh, Monroe, Dauphin, and Centre, take Erie and Northampton back, and cut into Republican’s winning margins all across the rest of the state.

The 9th District Court’s rulings apply only to the states within the District (seven western states plus Alaska and Hawaii) and seven of the nine states already allow open carry without a permit.Before anything happens, the state of Hawaii can appeal for an en banc (all of the Judges in the appellate court) review. Once again, not as much as some might believe and certainly not like the hysterical scenarios sure to be predicted by gun control activists. Not only are people concerned about a firearm making them a more likely target, they are concerned about harassment by hysterical jerks in public places such as restaurants.I certainly don’t see a future like that envisioned in Robert F. Heinlein’s Beyond This Horizon, where going armed is a matter of course and the only people that are noteworthy are those that eschew weapons and wear a distinctive brassard. It may be, as Heinlein said, that an armed society is a polite society, but it is also a very troubled society and certainly unhealthy.Even in the American West, where there were generally few restrictions on carrying weapons in most states, at least for white people, folks generally didn’t go armed unless they had a reason to go armed. If people had a gun, it was generally a gun suitable for hunting rather than a handgun.So the impact of open carry on states with strict gun control laws might be dramatic from a political point of view, but as a practical matter it wouldn’t have a major impact on people’s lives. Since there would likely be at least an initial surge of open carrying, it is unlikely that it would last. This is based on more than a century’s worth of experience in states that already allow it. Some of the states that already permit open carry have among the lowest homicide rates in the nation.The one group that might be unhappy would be police. While rank-and-file law enforcement officers generally favor an armed citizenry, their workload is likely to increase significantly as upset citizens flood them with calls about somebody carrying a gun.
