The reason why Tuesday’s elections(November 5th) were so major is that Democrats broke the GOP’s control on local governments in the four key suburban counties around the Philadelphia area: Bucks, Chester, Delaware, and Montgomery. These counties all voted for Hillary in 2016 and have been either trending blue or pretty blue for awhile but they were a big part of the reason as to why the GOP did so badly last year in Pennsylvania. With Democrats now in local power there, it boosts their chances of winning the counties by large margins. Nothing is certain at this point but the results aren’t good for the GOP. In order to win Pennsylvania in 2020, Democrats need to get huge margins out of these counties (plus Philadelphia and Allegheny) in addition to holding their own across the rest of the state by improving on Hillary’s lackluster winning margins in Lackawanna, Lehigh, Monroe, Dauphin, and Centre, take Erie and Northampton back, and cut into Republican’s winning margins all across the rest of the state.

At the moment, not much. The 9th District Court’s rulings apply only to the states within the District (seven western states plus Alaska and Hawaii) and seven of the nine states already allow open carry without a permit.Before anything happens, the state of Hawaii can appeal for an en banc (all of the Judges in the appellate court) review. If that review upholds the current ruling, the state can appeal to the Supreme Court.This is where there could be a significant impact on gun laws. If the Supreme Court upholds the decision, it means there is a constitutional right to go armed. In his opnion, Judge O’Scannlain said the Supreme Court already established that the Second Amendment protected an individual’s right to keep and bear arms, unrelated to military (militia) service in its decision in District of Columbia v. Heller (2008). Since that right includes “bearing” arms, there must be a way for a citizen to have a protected right to carry weapons.Judges O’Scannlain and Ikuta agreed that previous laws and court decisions upheld the state’s right to regulate the carrying of concealed weapons, so the only way for a person to exercise their right to bear was to interpret the Second Amendment as protecting the right to openly carry weapons. Dissenting Judge Clifton relied on interpretations of some English laws, including the 1328 Statute of Northampton, as well as Reconstruction-Era Jim Crow laws intended to prevent newly freed slaves from possessing firearms.Overall, the balance seems to go to the majority, which has the most legal precedent and far more support based on the historical time of the development and ratification of the Constitution.The prospect of facing the Supreme Court may well be Hawaii’s worst nightmare. Three of the sitting justices, Chief Justice John Roberts and Associate Justices Samuel Alito and Clarence Thomas were part of the majority in the Heller decision and the subsequent decision in McDonald v. Chicago (2010).Newly added Justice Neil Gorsuch is likely to concur with Roberts, Alito and Thomas and issue a decision upholding the 9th District’s initial ruling. Justices Ruth Bader Ginsberg, Stephen Breyer, Elena Kagan and Sonia Sotomayor are guaranteed to disagree. This results in a 4–4 split.If President Trump’s nominee, Brent Kavanaugh, is confirmed, there is no doubt at all that he would join Roberts, Alito, Gorsuch and Thomas in a 5–4 majority decision upholding the current ruling.With just over three months to go until the November election, it is highly likely that Senate Majority Leader Mitch McConnell will push for a vote as soon as he has 50 lined up (Vice President Pence would cast the tie-breaking vote and confirm Kavanaugh). With Senator John McCain out of the picture, the wild card is Susan Collins of Maine.While Collins has sometimes broken ranks with the GOP, there is a real question as to whether she would now. Collins, along with Lisa Murkowski (Alaska) and a small number of Democrats, is looking for the prospects of overturning Roe v. Wade.The oddsmakers say that Kavanaugh will be confirmed.It is possible that the Young v. Hawaii case could be fast-tracked for the Supreme Court to take in the new term which begins in October. However, Hawaii will probably petition for the en banc review, if for no other reason to delay the inevitable. Depending on the time it takes to file the petition and be placed on the docket, this could easily be another year or more.So what would be the ultimate impact of the 9th District’s ruling becoming the law of the land?Not as much as you might expect. In the first place, a majority of U.S. states already allow open carry without a permit and these laws (or often, absence of laws) would remain unchanged, except where there are local restrictions, such as those in Denver, Colorado.The states that would be impacted include not only the obvious ones, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey and New York, but a few surprises like Florida, Georgia, Oklahoma, South Carolina, Tennessee and Texas and a removal of Utah’s restrictions. To be honest, by the time the case could make it all the way through, at least a few of these last states may enact laws allowing unlicensed open carry or even adopt a Constitutional Carry law eliminated the need for a person to have a permit to carry a handgun at all.What would be the change in American’s everyday lives? Once again, not as much as some might believe and certainly not like the hysterical scenarios sure to be predicted by gun control activists. After all, this would be a major setback in their efforts.As an everyday practice, open carry is rare, especially in urban areas. Most people who go armed prefer concealed carry and 16.3 million concealed carry permits are currently active in the U.S. It might become more common in rural areas and open country where farmers, ranchers and sportsmen would be the most likely carriers. Not only are people concerned about a firearm making them a more likely target, they are concerned about harassment by hysterical jerks in public places such as restaurants.I certainly don’t see a future like that envisioned in Robert F. Heinlein’s Beyond This Horizon, where going armed is a matter of course and the only people that are noteworthy are those that eschew weapons and wear a distinctive brassard. It may be, as Heinlein said, that an armed society is a polite society, but it is also a very troubled society and certainly unhealthy.Even in the American West, where there were generally few restrictions on carrying weapons in most states, at least for white people, folks generally didn’t go armed unless they had a reason to go armed. If people had a gun, it was generally a gun suitable for hunting rather than a handgun.So the impact of open carry on states with strict gun control laws might be dramatic from a political point of view, but as a practical matter it wouldn’t have a major impact on people’s lives. Since there would likely be at least an initial surge of open carrying, it is unlikely that it would last. This is based on more than a century’s worth of experience in states that already allow it. Some of the states that already permit open carry have among the lowest homicide rates in the nation.The one group that might be unhappy would be police. While rank-and-file law enforcement officers generally favor an armed citizenry, their workload is likely to increase significantly as upset citizens flood them with calls about somebody carrying a gun.

Chicago political activist Jay Stone has filed a legal complaint against Biden’s illegal operation in Wisconsin.Republicans in CA using unofficial ballot boxes in churches and other places to harvest ballots they argue are from people that trust them to drop off their ballot. State officials say they are illegal. GOP refusesThe Northampton County GOP in PA says that it has witnessed about 10 cases of ballot harvesting while party volunteers have been monitoring the county’s four ballot drop boxes from a distance, according to party chairwoman Lee Snover.Michael Bloomberg paid 16 million dollars to pay convicted felons in FL to get registered. As of Sept 23, the monetary obligations of 32,000 were paid. Only Blacks and Latinoes recieved finds. Most of the cards turned in were turned to Democrat. Michael was also arrested in 1980 for election fraud and became first person ever to be forced to step down as a member of the House of Representatives. Now he faces up to 90 years in jail.
