Now that the process is centralized, I believe this procedure can be applied across all RTOs.Step I: Online Application (20 mins)The home page for license application is https://parivahan.gov.in/sarathiservice/sarathiHomePublic.do. This is a user friendly website and has all necessary links for the required steps as given below.1.LL Application:Clicking on “Apply online – New Learner’s license” should take you to New LL Stage Details. Select new driving learning license and fill the form in the next page. (If you need license for car & 2 wheeler, you need to select both LMV and MCWG in the “Class of vehicles”) Make sure all personal details match with the document proofs.Once the form is submitted, you will get an acknowledgement and receive a sms on your mobile with the application number. You can take a print out of the completed form (Captioned as Form 2).Paste your photograph and fill in any missing details including CMV Form 1 and sign where required. You need to scan or take a picture of filled-in CMV Form 1 (along with annexures, if applicable) for uploading later.Tip : If you are 40 years or older (and / or) require a commercial yellow board license, then you may need to undergo a medical test and submit a fitness certificate as a part of Form 1 above. (In very rare cases if he finds any discrepancy, he may ask you to edit information or upload documents. It would be good to carry a mobile phone with good internet connection and camera).Once documents are verified, the assessing officer will ask you to note down a pin number for your test and will allot you a computer to take the test. You can login to the test using the application number, DoB, password (you will receive this as a message on your mobile before the test) and pin number (as given above).The test will consist of 15 questions related to signs and road rules. Test duration is 15 mins (Each question will have one minute to answer with timer running). How can I use a vehicle in a different state without changing the registration number?
Well let me answer it the way i did it.I moved my car from Mumbai to Bangalore, MH-02 registration.I got my NOC before moving from Mumbai and produced the same to bangalore RTO. Ensure to do so in 1 month, else penalty for every month is applicable.I have applied for Road Tax payment + RC Book (surrendered the Maharashtra RC smartcard to Karnataka RTO), so i end up in paying Road tax + nominal fees for New Karnataka RC Book with Car No as MH-02-XXXX.So its now upto my wish if i want a KA-XX-XXXX registration number or not, else i can drive with MH-02 number in my Karnataka RC Book.Now on the costing part and refund:In 6 months from the issue of NOC from MH, you have to apply for new RC smart-card+ Road Tax in KA state, and then send copy of Road tax + new RC smart-card Copy to MH RTO for refund. MH RTO will refund after deducting the MH road tax till new Road Tax payment date in new state as a pro-rata basis.Well, if you moved to new state without taking a NOC from old state, then you have to fill a form for applying NOC (forget the form Number, check in Google), in 4 copies and all containing Engine Chassis number pencil imprint and send via registered Indian Post to your old RTO, keep the postal acknowledgement with you for 1 month. Post 1 month if you don't receive your NOC from old RTO, then goto new RTO and apply for road tax + New RC Book by submitting Postal Acknowledgement.So here the acknowledgement acts as a proof of NOC requested and its deemed as valid after 1 month by new RTO, i.e. there's no pending case in your Car's name.Now once you receive your new RC Smart-card with MH number, go ahead and apply for refund from old RTO, but all to happen within 6 months from NOC issue or Postal mail sent. Else Old RTO willn't pay your Road Tax back ever, but in return your car will be privileged to get driven in 2 states without any hassle in future. :)Note: All Above example of MH Vs KA state is applicable to all RTO across the country, as these rules are governed by Motor Act of India and not customizable by any state government. Only difference is the percentage of Road Tax charges and other fees.
