Its basically a huge cut to Medicaid benefits, which Trump promised not to do during his campaign.Medicaid is currently an entitlement program, meaning if you apply and are determined to be eligible, you get the benefit. A block grant would make Medicaid NOT an entitlement benefit. What is the difference?LIHEAP (ie public assistance to pay for heating) is a block grant program. Basically the federal government give a lump sum of money to states at the start of the winter. States can determine how they spend the money, but once it runs out no more applications can be approved that year/benefit season. So even if I am low-income and qualify for LIHEAP, if the money runs out before my application is approved I will be denied.The same thing could happen if Medicaid if it becomes a block grant. For example low-income pregnant women can get Medicaid to help cover the medical costs of doctors visits and the delivery. Right now if you qualify then you get that coverage, regardless of how many other pregnant women also get Medicaid benefits. Under Trump’s plan, if the Medicaid money has run out for the year - too bad!A Medicaid block grant scheme will force states to either cut eligibility categories so that fewer people are enrolled, cap enrollments and put eligible people on waiting lists, or raise taxes if they don’t want to cut benefits. None of these are great alternatives to keeping the current Medicaid funding rules in place.
