No. A license is a list of people who own guns who can later be politically targeted and deprived of their rights and property when the opportunity permits.A license provides no skill or training above that someone without a license can’t get.I live in a state where a license is required to purchase handguns. It requires training to prove you can safely handle a gun. Requires fingerprints, a photo and criminal background checks to get. Costs several hundred dollars and a couple months to acquire.What does this license qualify me to do?Fill out a purchase form at a gun shop. That’s it. It gives me the privilege to fill out a form if I want to buy a handgun. It waives or provides nothing else.It doesn’t waive the 8 day waiting period.It doesn’t waive the “1 gun a month” rule.It doesn’t waive “peaceable journey” laws.It doesn’t allow me to carry the gun to protect myself.It doesn’t make me a better shooter at the range.So no, I don’t support a “gun shooting license” because I shoot just fine without one. And I don’t support worthless laws that only serve to make one group of people “others” in the eyes of those who don’t like them and enable future politicians to infringe my rights, freedom and keeping of property further.

Some people describe it as a form of arbitrage -- making a fixed profit on a fixed price spread.Here's how it works (I've worked with several PBMs in the past. They both used the same business model, but please remember that the following description is based on a small sample size and past experience):The pharmacy gives the PBM a list of all drugs that the pharmacy carries in inventory. The list is usually encoded to the NCPDP standard.The pharmacy sets a retail price for each drug that it sells. For example, the pharmacy's cost-of-goods price for a 30-day supply of a non-generic statin might be $30, and pharmacy might set a retail price of $45 for that drug.The PBM negotiates a $40 purchase price with that pharmacy for that same drug, which it will in turn sell to the patient at retail.The PBM uses its group purchasing power to negotiate bulk purchase discounts on behalf of the pharmacies that it contracts with, and thus drives down the pharmacy's acquisition price for the drug. With the PBM's group purchasing power, the pharmacy might be able to purchase that same 30-day supply for $25, and the PBM would negotiate a lower charge, for example, $37.50, for that same drug, providing both the PBM and the pharmacy an additional $2.50 profit on that 30-day drug supply sold to the patient.The PBM then negotiates a fixed reimbursement price for a specific list of drugs with a health plan. In our example, the PBM might negotiate a $45 reimbursement for that 30-day supply of the statin.When the patient purchases the drug, the PBM checks insurance coverage for the drug, then tells the pharmacy how much to charge the patient. If the health plan covers the drug on its formulary, and the patient co-pay is $20, then the pharmacy collects $20 from the patient, and the balance of $17.50 (the price negotiated with the PBM after the group purchase discount) from the PBM. The PBM in turn collects $25 from the insurance company, netting the PBM a profit of $7.50 on that sale.What happens if the patient's copay is $10 for a generic drug and the pharmacy's list (retail) price for that drug is $4?It depends. Sometimes the PBM charges the patient $10, and keeps the difference. That was a major concern when I worked with this segment of the industry.

Every other nation on earth is able to pay for free healthcare the same way.They buy in bulk and leverage their share of market to force the discounts they need and then they split the savings with their people. It’s the same way Costco and BJ’s do it! They form a group purchasing organization and they figure out a better way to buy what they need.It works for paper towels and laundry detergent, why not health insurance?
