No salary why,1. DOT is the only policy maker fot BSNL/MTNL. Even the seniority related issues/transfer posting is done after the apptoval of DOT.2.ALL CIRCLE heads are the represntative of DOT and non optees.Similarly all key position/decision making officer are representing dot.ie non optee of BSNL3. After the lapse of 18 years BSNL can’t take any decision without prior approval of DOT.4. For all losses DOT is responsible.5. While allocating 4G LTE spectrum to infotel PAN india . BSNL was asked to pay for BWA spectrum which was inferior.6. Infotel paid Rs. 1200 crore for pan india 4G LTE spectrum and BSNL Paid 12000 Cr for BWA spectrum which was inferior.7. Later on Infotel was acquired by R jio and simultaneously voice facilty on 4G was allowed. And same time BSNL was asked to deploy BWA tech in rural areas of India. This was a deliberate move to benefit Rjio and BSNL to suffer losses on BWA .Later on that spectrum was surrenderd by BSNL after purchasing the eqiupmemt worth of Rs 5000 cr.8. Similarly WLL/ 3G sepectrum was allocated to BSNL at par with highest bid in each circle.Later on WLL services closed after investing thusand of crores in procurement of equipment and man power.Similarly 3G service has no signifiance in present scenario.9.All these decisions taken by DOT n implemented by the nominers of DOT. Then how BSNL is made responsible for incurring losses.10 BSNL is the only company which has non BSNL Officer in all key position of circle head and SSA heads.11. As all the terms and conditions of absorption has not been fulfilled by DOT then how officers following instructions from DOT nominees can be complled to remai in BSNL .If DOT is doing everything then why sepearte company was formed. Hence all officers may be taken back to dot and be allowed to work as the representative of DOT

Indian Government launched an ambitious project to provide connectivity to the remotest part of the country through National E-Governance Plan (NeGP) starting May 2006. The plan consists of providing broadband connectivity (2mbps) for all state departments up to the block level and Common Service Centres (CSCs) on a public private partnership model. CSCs are typically kiosks managed by village entrepreneurs who charge a nominal fee for services rendered.Currently more than 60,000 CSCs have already been established and Government is targeting to achieve the target of 100,00 CSCs in 2010-11. However, these CSCs provide limited access of the various government and other services to the rural masses as each CSCs is catering to 6 villages on average, which is not sufficient. The reach of CSCs is limited due to the lack of wireline infrastructure in the remote areas. 4G and BWA with better rollout economics can enable the Government to reach out to all 600,000 villages with individual CSC.
