How do sailors choose who does the dishes on a US Navy submarine?

The Chief of the Boat makes the Food Service Attendant (FSA) watchbill, after getting input from the divsional Chiefs. In most cases, only non-quals serve as food service attendants, although there are rare exceptions to that.Once assigned to FSA duty, the Galley Watch Captain (a Culinary Specialist) on the watchbill is in charge of the galley, and determines from among the FSAs on watch who will do what. The Head CS can always override the Galley Watch Captain, but rarely does in practice.Generally speaking, usually one FSA handles serving the enlisted crew (running drinks, refilling the Salad Bar, whatever) while the other one is in the scullery with the dishes during the meal. During some meals, one might be helping to serve food at the window. Another may be dedicated and assigned specifically to smash trash (TDU king - Trash Disposal Unit) but sometimes that job is shared among the FSAs in a rotation. Usually everyone helps clean before and after every meal, although the guy in the scullery doing dishes will usually finish while the others get a start on cleaning up after a meal. It is a hectic work environment, because frequently the mess decks will need to be used for training 30 minutes after the meal is over, which is not alot of time to do a thorough stow and cleanup of everything. The crew is fed 4 meals a day, and frequently you are looking at the entire crew eating in only an hour's time.When I had to do my FSA time (we called it mess cranking back then, but somehow that term became politically incorrect, and FSA replaced it) the Galley Watch Captain did not care who did what, so long as everything got done. So we generally divided and organized the tasks mostly among ourselves. Smashing trash required finishing a qualification card on operating the Trash Disposal Unit, and training on creating the TDU cans (made out of flat sheet metal, a TDU can would be rolled into a cylinder and then the bottom fit up via metal tabs and slots - the sheet metal is razor sharp at the edges). I did not mind making cans (although I was never fast or an expert at it) but I did not like smashing trash. I was lucky, among my fellow FSAs we had one guy who hated dishes and serving the crew, and another guy who hated trash and serving the crew, which I actually enjoyed. So we naturally divided up the work well when underway. In port, there are not as many FSAs assigned, so we all pretty much did everything and took turns with the dishes (which wasn't my favorite but I did not mind it) and we all helped tossing the trash into the dumpsters (you don't smash trash in port) usually before we would get inspected after dinner before we would be cut loose.
