Rehabilitation inside of prisons should be more thoroughly studied and the American public should be asking why it isn’t.One state that has studied rehabilitation programs extensively is the state of Washington. The state of Washington legislature asked the same question as our Quora audience, “What evidence-based programs are helping the criminal justice system?” This resulted in the legislature creating the Washington State Institute for Public Policy to research studies and collect evidence on programs in the criminal justice system throughout the United States. In 2006, the Institute published a report entitled Evidence-Based Adult Corrections Programs: What Works and What Does Not. The report measured the risk of receiving a positive net gain on investment found a 100% probability in investing in vocational training programs in prisons. The Institute also researched basic adult education in prison. The report also concluded there would be a 100% probability of a positive net gain on investing in these programs for the state. These programs have been proven to be successful at reducing crime, but one would think that with corrections spending soaring out of control there would be more interest in studying these programs.The Institute had a bit more luck in finding studies on drug addiction recovery programs. With a whopping 56 studies on drug courts, the Institute’s research in 2006 concluded that there was a 10.7% reduction in recidivism as a result of these programs. In 2012, the Institute concluded that for every dollar spent on drug courts the state saves $3.69. The Institute had only six studies to rely on for in-prison “therapeutic communities” with community aftercare for drug addiction, but they found in 2006 that these programs reduced recidivism rates by 6.9%. The Institute relied on seven studies in 2006 to ascertain that in-prison “therapeutic communities” without community aftercare still reduced recidivism by 5.3%. In 2012, the Institute published that drug offender sentencing alternatives saved the state $14.51 for every dollar spent, and produced a 100% probability of a positive net gain on risk for money spent on these programs. An inmate receives very little encouragement upon reentry that anyone will give him a chance. San Quentin’s vast variety of self-help programs turns that attitude upside down. Particularly, the San Quentin T.R.U.S.T. for the Development of Incarcerated Men, S.Q.U.I.R.E.S. and now The Last Mile are all programs that have that ability to change a person’s attitude, but lack the necessary studies to confirm their effectiveness.Experience teaches that all three programs do work. The T.R.U.S.T. builds a bridge of accountability between the communities inside and outside of prison by assisting men in becoming leaders within themselves, their families, and their communities. This allows the men to change from within and take accountability for their actions. Then, the S.Q.U.I.R.E.S. program allows them to explore the reasons behind their incarceration. Thus giving them an opportunity to give back and stop a kid from going down the same path. And finally, The Last Mile teaches these men the ins and outs of the business world using global media, technology, and communication skills. Influence can be seen in the religious habits that can be traced north from the west coast of South America. They had a commodities system, and a trade orientated sign language that permitted communication regardless of language group. There was as many people in the Americas as there were in Europe, but no prisons. There was lots of positive interaction between the French, English, and First Nations, before the religious people got their hands on First Nations children.One thing that occurred as Europeans arrived in Canada, but not the US was a justice system. From the very beginning, The Royal Canadian Mounted Police (originally North West Mounted Police) were everywhere that people settled and in between. They travelled by snowshoes, horse, canoe, and on foot. If you shot somebody in a field in the Yukon Territory on Christmas Eve, the RCMP would be along promptly to take care of things. Therefore, nobody had to take the law into their own hands (unless they were nuts).In the US, circuit judges could take a year to get there, so people devised their own justice. Without access to justice, it makes sense that this would happen. In Canada, it wasn’t necessary. Therefore, although we have millions of guns, we didn’t develop a gun culture. I think this prevented conservative views from getting out of control. Everyone having access to police from the beginning was part of developing good government away from the British.Because Canada was not at war with the British, although those taxes were certainly annoying, we had time to decide what laws we wanted to keep and which parts of British life we wanted to let go. We had politicians with vision. We wanted to use the structure of British government, but develop our own sense of government. We didn’t want their class system. We decided we wanted Quebec to have the freedom to develop culturally as they wished. Self-determination was essential. Hundreds of years of conflict between the British and the French in Europe and we decided we could manage better, and encourage French culture within Canada, so it was put into legislation that French culture and langauge, and religion would be protected forever.That was not the beginning of the Canadian habit to appreciate culture above finance and the economy, but it was influential.We have a big country and a low population. As women became more educated, the birth rate dropped, as it has anywhere educated women live. We needed immigration. Because multiculturalism is official policy here, we considered culture as an important part of immigration. We do not insist immigrants assimilate. We want them to adapt and we give them the tools to do that. We wait one generation. That new generation is solidly anchored within two cultures. The family is confident and that first generation makes sure their kids do well in school. Now we have two generations of working, tax-paying immigrants. Liberal and conservative politicians agree on the general purpose and process of bringing in new people. There is lots of research on how to make immigration work.Nowadays, when people immigrate, they must have lots of money and education before applying to immigrate. The process takes one to five years. The government has entire departments of researchers looking at the backgrounds of applicants. Canada looks for particular types of immigrants at different times. This balances out the circumstances upon which refugees arrive. Refugees are chosen and then invited to come to Canada. They arrive with nothing. Adults get to work quickly after attending English or French school, and have the same educational expectations for their children.These might sound like left-leaning ideals, but both sides of the house agree on much of this stuff. We all know that immigrants do not steal jobs from Canadians. Most do well, eventually, and all of them pay taxes. The universities are full of their children.Tommy Douglas is the founder of Canadian Healthcare. There was great opposition to his idea that everyone should pay slightly higher taxes so that everyone could have access to medical care. We cannot imagine anything else now.In the 1960s and 1970s, we had a justice minister with a particular vision. He warned the population that, as justice minister, he would be taking steps towards creating a ‘just society’. He made divorce easier and more reasonable by broadening the circumstances under which either spouse could file. Birth control became readily available. He said that the government had no business in the bedrooms of the nation. He was liberal. His vision would bring great change. Everyone listened. What is good for the population is the responsibility of all political parties.Again, the left and the right agree on core, ethical ideals.There is lots of bickering over details and new bills being tabled, and personality squabbles in government. But we know absolutely, that no matter who leads the government, the core ideas of our culture will not be tampered with. It is relaxing and comfortable to think like this. We do not have the death penalty. We have had same sex marriage for twenty years.We have had legal assisted suicide for years too. Because our healthcare is not profit oriented, healthcare decisions are based upon what is good for the people, not upon what is good for anyone’s wallet.We also do not have legislation around abortion. No laws at all. What we have are several political parties who refuse to open that discussion. Abortion is not against the law. Abortion is available in most locations. There is no discussion. Ignoring the issue solves the issue.When our current prime minister, Justin Trudeau, came to power, he made one half of his cabinet qualified women. There is lots of diversity within the government. The old boys club has been shaken up.But it takes so long to get things done in a democratic culture like ours. An issue is debated, it seems, for years. Ethics is a huge part of that. Who will be affected and how? Long term impact studies. Short term studies. Impact on culture is studied. People are sent to other countries to study how particular countries handle an issue. Reports on all this are made in cabinet and go through Question Period. More studies. Whew!When the Free Trade agreement was in its infancy, the US wanted access to an aspect of publishing that would have a negative impact on Canadian culture. Bitter debate took place for a long, long time. Canada decided that the US could not have Canadian consent to mess with Canadian culture. Canada was going to walk away from negotiations. American negotiators could not understand why Canadian culture was even a thing! They did not recognize Canadian culture as something to even talk about. Liberals and conservatives and everybody else were behind the decision to abandon on the basis of protecting Canadian culture.
