You just have to be little flexible. I would suggest either of the you should do contracting as that pays a lot of money and you can account some expenses and save on taxes. Seems like people have been inventing tools for this since the industry began.To me, the yearly review should be a surprise to neither the employee nor the manager, because both have been working on it implicitly as a part of their weekly interactions. This isn't about tools, it is about a manager and employee doing the work needed to communicate regularly on the material which makes up a yearly review.Here's how I would go about it (I used a variation of these steps at Netscape when I managed 3 teams in the client computing division; experience since then has led to some changes):Require employees to write a weekly P4 status report. P4 == Priorities, Plans, Progress, Problems. Post them somewhere where they are easily accessible to you, the employee, and perhaps the team as well.Hold weekly or bi-weekly meetings with your teams to communicate coarse-grained priorities, goals.Weekly, hold a 30 minute one on one with each employee. Discuss last week's status report. Make sure priorities are clear. Discuss any problems the employee mentions, and give feedback. Write notes regarding areas for improvement, successes, goals expressed by the employee after each meeting.Quarterly, have the employee go back and review the status reports they wrote for the quarter (there will be about 12 of them, should be no big deal). Have the employee write a status report that summarizes the big ticket items from the quarter as found in the status reports. You can then take that status report, and the notes you have been keeping, and write your part of what would be a yearly review.When done, extend the next weekly one on one to one hour and work on the review. Make it a positive experience, focusing on rewards and identifying goals, areas for improvement.Your yearly review, when it comes time, is just another one of these quarterly review exercises.
