Why is CO2 called carbon (IV) oxide and not carbon (II) oxide?

Carbon needs 4 electrons to have a fulfilled electron configuration, the configuration similar to neon… that is a full outer shell (p-shell). Oxygen needs two electrons, and two oxygens need 4 electrons. Carbon has 2 p-electrons and 2 s-electrons in its outer configuration, so both the carbon and the two oxygens all share the outer electrons. This is a covalent bond and each element can achieve fulfilment just like a noble gas.So carbon is has the numerals IV to illustrate the oxidation level, not the amount of oxygen. Its to do with the electron configuration. In reality of a real lab, no-one refers to CO2 as carbon (IV) oxide but as carbon dioxide.
