It has allowed China to ship internationally at low rates for five decades, even as the country has emerged as an economic superpower.But there’s another significant ramification involved here, because thousands of absentee ballots could be uncounted in upcoming elections thanks to President Donald Trump's objection to a treaty which governs the international mail exchange for nearly 200 countries.Without U.S. membership in the UPU, overseas voters could face high shipping rates for mailing their ballots as well as mass confusion, which could leave thousands of votes uncounted in 2019 and 2020."Military and overseas citizens already face enormous hurdles casting their votes," Matthew Weil, director of the Bipartisan Policy Center's Elections Project, told The Washington Post. Pennsylvania doesn’t have “all mail voting” and isn’t a vote by mail state. What the 2019 Pennsylvania law did was to allow anyone to request an absentee ballot without an excuse. [1][1][1][1]One can see the variety of state laws on this subject:VOPP: Table 2: Excuses to Vote AbsenteeOnly 16 states still require excuses, and some have moved to all-mail voting. My state of Virginia removed the excuse requirement this year.Republican congressman Mike Kelly and other defendants argue that the statute passed by the Pennsylvania legislature in 2019, and voted for by nearly every Republican, is against the Pennsylvania Constitution.[2][2][2][2] Pennsylvania, like many states, has way too much in its constitution that ought to be in statutes. There would be no practical way to separate them now, so Kelly’s “remedy” would be unconstitutional as well. Also the remedy would probably run afoul of the U. S. Law that sets the date for the selection of electors.The date for the counties to certify elections in Pennsylvania is November 23, but to stop that, the court would have to order an emergency injunction; courts don’t do that when the case is unlikely to succeed.
