Why are there state and local variations in the availability of food stamps?

There are variations because public assistance is not handled by the federal government. Its scam and criminal. I purchased a data recover program the 5:th of september to try to fix my broken extern hard drive för 94 dollars. I didn't click in anything, I just simply purchased that one and payed with PayPal. The data recovery didn't work at all, to sad for the loss of money, but then...suddenly, the 5:th of october the took another 94 dollar from my PayPal-accound saying that I accepted a subscription which I didn't do at all. So all an all I have payed almost 200 dollars for nothing. BIG WARNING!!! CocoDoc don't reply to my emails and when I call them I come to something in China which I don't understand at all.
