I moved to college in 1978 and lived with a family of five from whom I rented a room. The room was 20 dollars a week and included the sheets being washed. My tuition and books were paid for by a scholarship. My food budget was 5 dollars a week. My rent was 80 percent of my income.My first apartment was with two other college guys and was 67 dollars a month in 1979 It included all utilities. My food budget was 10 dollars a week. My rent was 67 percent of my budget.In 1980 I got a work study job and got an apartment that was 100 dollars a month with one room mate. We both paid 100 each. My rent was about 22 percent of my income. My life improved dramatically for the first time. My work study job provided me with 270 dollars a month in pay and me allowed me to have a car, which meant registration, insurance and gas. I drove it maybe once a month to the grocery store. We actually had a real phone, which was a luxury and with the electric and gas my utilities were probably 30 - 40 dollars a month. I got food stamps which was about 60 dollars a month. My father retired and I got 109 dollars a month from Social Security. Some states create regulations that adhere strictly to federal guidelines, such as the percent of the poverty guidelines a household must be at in order to qualify for programs, while other states adjust those guidelines according to their own abilities and philosophy of governance.So while all states must limit cash assistance under TANF (Temporary Aid to Needy Families) to the federal 60 month limit, some states will make exceptions for households with exceptional circumstances, while others will not. Some states will adhere strictly to the asset limits for those on public assistance, while other states may adjust those limits. Some states will count a car used for commuting to work as an asset, while others will not.The same is true for Snap (Supplementary Nutrition Assistance Program), the successor to food stamps, which were phased out in the 90s in favor of the current system, in which no stamps are used.
