No government in the world has ever been re-elected after it implemented the GST. Do you think the Modi government will face the same fate?

There are a lot of activities going on in the Customs and Central Excise department (Central Board of Excise and Customs) which is readying itself for the implementation of the GST. Officers and taxpayers are excited as well as nervous about the new tax structure. The fear of unknown is the greatest fear of all.I was recently discussing the issue of GST with one of my colleagues. He said that when the GST would be implemented from July 1, 2017, it would be like the Demonetization issue as there would be lots of confusion and discomfort for the business community and tax departments of state and central government. However, if things are managed well, GST should be streamlined in six months to one year time.GST may create following problems in the early phase of its implementation. All registrations, documents and assessment are to be made online using GSTN. Neither the tax departments nor the assessees are ready for it.The power of taxation has to be jointly exercised by the center and the state officials. This is the greatest challenge as such experiment had never taken place in India or at any other part of the world. The rates of service tax is to be increased from present 15% to 18%, which will cause inflation since all service providers would start charging higher rate from 1st July itself.Service Tax assesses have to take registration in each state and assess their liabilities for each state. This would increase their compliance cost. Presently they have the option of one registration at all India level. Some goods would suffer higher rates while others would suffer lower rates in GST regime. The manufacturers and traders may not decrease the MRP due to lower rate but they would surely increase the rates of the commodities with higher GST rates. Hence, the goods would either become more expensive or would remain at the same level. Customers have to, therefore, pay more for their total purchases in the early phase of GST implementation.New legislation means lots of error in its implementation. It would take quite some time before the law is settled. Till such time, there would be more disputes and litigations. If many Governments have lost their power after GST implementation, it was due to the chaos created in the early phase of GST implementation that couldn't be effectively controlled by the government in question. However, the next general elections in India are to be held only in 2019. There is sufficient time for the government for solving the teething problems of the GST.Modi Government, it seems, is quite capable to iron out all the issues before it and the real benefit would start passing to the assessees and the customers.Hence GST will become their main election plank in the 2019 elections which may ultimately prove to be their trump card.

If there is nothing good or bad, why does Awdhesh Singh choose to be a Good officer and not corrupted one?

The answer is plain and simple. The fear of punishment. Please see the above picture of an officer who is hiding his face. His name is Arvind Joshi and he was an IAS officer. He was arrested in corruption case and dismissed from service. You must know that the laws against corruption are very strict in India. If a government officer is found accepting even Re 1 as bribe, he may lose his job and suffer imprisonment. I know couple of officers who lost their jobs even for accepting just couple of thousand rupees.I prefer to live a life of honor than a life with stigma of corruption. All laws in India are not that strict and people don’t mind breaking those laws. For example, if you have committed a Central Excise, Service Tax or Customs fraud of even Rs 1 crore, you can easily get free from all legal ramification by paying just 15% of the amount as penalty. If suppose the government would have same laws for corruption also. If an officer is found accepting bribe of Rs 1 crore and he could be free by paying penalty of just Rs 15 lakh, the situation would have been different. There are other reasons for not being corrupt as well which includes:-I am happy with my salary and perks given by government.I prefer to reduce my desires than to earn more to lead a happy life.A corrupt officer loses all respect in the eyes of the public and in his own department. You are constantly under tension of being nabbed by CBI and Vigilance. You lose your sleep due to your worry and anxiety. You develop many types of illness when you are suffering from worries and tensions for long.Hence, my decision to be honest and good officer is a rational decision rather than one based on emotions and morality. It is important to understand that we are not doing any favor to the society or to the people whom we love by being good. When we are good, we are the greatest beneficiary of our goodness. When we are bad, we are the greatest loser. When you are unfaithful to your partner, you lose her trust forever. When you lie repeatedly, people stop trusting you.If you consume alcohol or cigarette, you spoil your own health. When you are dishonest in your business, you suffer raids by IT, Excise departments etc.,It is for this reason that honesty has been said to be the best policy.Be honest for your own sake and not for favoring the world.Source: DA case: Arrest warrant issued against tainted M.P.
